  2. 1. Questions to the Cabinet Minister for Health and Care en

Thank you, Cabinet Minister. I've heard from my constituents in Sir Fynwy Torfaen of an average wait time of 73 weeks for routine appointments with the head or consultant of orthopaedics, and a 50-week wait for an out-patient appointment for standard dermatology referrals. So much of the pressure on the NHS waiting list comes from these routine procedures, so anything we can do to help with this can only be a good thing, making people's quality of life better, reducing the stress of long-term uncertainty for patients waiting for treatments and appointments, and improving the overall standard of the health service.  Has the elective care task and finish group started its work on identifying the best locations for the 10 new surgical care hubs across Wales, so we can start tackling the inequality of access to routine care and take the pressure off waiting times?

  2. 2. Questions to the Cabinet Minister for Government Effectiveness and the Constitution en

Thank you, Cabinet Minister. Devolving the Crown Estate to Wales is very broadly and strongly supported all across the country. Every single one of our 22 unitary authorities in Wales have recently voted in favour of bringing powers over the Crown Estate to Wales. Since 2017, Scotland has had powers over its own estate, which lets the Scottish Government retain and reinvest the income generated. According to Crown Estate Scotland, in one 12-month period, it generated an economic impact of £2.1 billion and supported 17,000 jobs. We, on the other hand, are not so lucky. The profits generated from the Welsh part of the Crown Estate flow back to the UK Treasury, with a share allocated to the royal household. The income from retaining the full value of leasing our land and sea bed could be transformative for Wales, generating energy and reinvesting in our communities. Given that the demand is already so strong and supported all across Wales, what is the next step for making the case for devolution of the Crown Estate to Wales and making sure we get a fair settlement in line with Scotland's?

  1. 6. Member Debate under Standing Order 11.21(iv): Ophthalmology services en

I'd like to also declare an interest in this subject—basically, I will be supporting my colleague Gwyn Williams on his contribution today—I worked for a deaf charitable organisation for over 20 years and know how important ophthalmology is for an individual with hearing loss. One in six of the adult population has hearing loss in Wales. With hearing loss, their eyes, whether it's lip reading or British Sign Language, are their ears. With an older generation and the increase of macular degeneration, which is the commonest cause of blindness in the UK, cataracts and glaucoma, it is important that individuals suffering hearing loss become a priority on detection and treatment. So, that's my wish. I'm not making demands, I just wish.

  1. 1. Questions to the First Minister en

We know that smartphones are impacting children's well-being and ability to concentrate in classrooms. As you have stated, it is crucial that we improve attainment in our schools, and I believe that restricting the use of smartphones in schools for those under 16 is an important piece of the puzzle. Could the First Minister outline the Government's ambitions to promote students' safety, learning and well-being through restricting the use of smartphones in schools for under-16s?
