  1. 6. Statement by the Deputy Minister for Social Care, Mental Health and Women’s Health: Update on the National Care Service Programme cy

Dwi'n gorfod datgan diddordeb: dwi wedi gweithio yn y maes ac mae gen i aelod o’r teulu yn gweithio yn y maes. Diolch am y datganiad. Dwi'n croesawu’n fawr ymrwymiad Llywodraeth Plaid Cymru i wneud y sector yma yn fwy deniadol drwy well cyflogau, hyfforddiant, llwybrau gyrfa a sefydlu academi gofal cenedlaethol. Mae hefyd yn dangos y gwahaniaeth rhwng dull Plaid Cymru o weithredu drwy ddiwygio gwasanaethau nawr a'r dull a welwn gan Lywodraeth Lafur y Deyrnas Unedig, lle mae addewidion am ddiwygio yn parhau i gael eu gohirio.  Fel cyn-weithiwr yn y sector, credaf fod pedair colofn allweddol i ofal cymdeithasol: gweithwyr gofal, gweithwyr cymdeithasol, therapyddion galwedigaethol ac eiriolwyr. Mae’n bwysig i mi fod holl leisiau'r colofnau hyn yn cael eu clywed yn y broses hon. Gyda hynny mewn golwg, a fyddai’r Dirprwy Weinidog yn barod i gyfarfod â mi, fel darpar gadeirydd y grŵp trawsbleidiol ar ofal cymdeithasol, i drafod y materion hyn ymhellach?

    Official English translation

I must declare an interest: I've worked in this area and I have a member of my family who also works in the sector. Thank you for the statement. I very much welcome the Plaid Cymru Government’s commitment to making the sector more attractive through better wages, training, career pathways and establishing a national care academy. It also shows the difference between Plaid Cymru's approach of reforming services now and the approach that we see from the UK Labour Government, whose promised reforms are constantly being postponed. As a former worker in the sector, I believe that there are four key pillars of social care: care workers, social workers, occupational therapists and advocates. It's important to me that the voices of all four of these cornerstones are heard during the process. With that in mind, would the Deputy Minister be willing to meet with me, as chair-elect of the cross-party group on social care, to discuss these matters further?

  1. 5. Welsh Labour Debate: Palliative and end-of-life care cy

Mae hosbisau yn darparu gofal a chefnogaeth arbennig i blant, pobl ifanc ac oedolion, ac rwyf am rannu profiad personol sy'n dangos pa mor bwysig yw'r gwasanaeth hwn. Cafodd ein merch ei geni a pharlys yr ymennydd yn dilyn cymhlethdodau yn ystod ei genedigaeth. Nid oedd yn gallu cerdded na defnyddio ei dwylo, ac am flynyddoedd, fy ngwraig a minnau oedd ei phrif ofalwyr. Yn ystod y cyfnod heriol hwnnw, roedd Tŷ Gobaith yn achubiaeth i'n teulu. Roedd yn cynnig seibiant hanfodol, ond llawer mwy na hynny hefyd. Roedd y staff yn darparu cymorth, cyngor a gofal proffesiynol i ni fel teulu. Un o'r penderfyniadau anoddaf i unrhyw riant yw derbyn y gallai bywyd eu plentyn fod yn fyr. Yn anffodus, collwyd ein merch pan oedd yn saith oed. Ond ni ddaeth y gefnogaeth gan Tŷ Gobaith i ben bryd hynny. Parhaodd y cymorth trwy ein profedigaeth, ac roedd cwnsela ar gael i'n merched eraill hefyd. Byddaf bob amser yn ddiolchgar am y gofal a'r tosturi a ddangoswyd i'n teulu gan staff Tŷ Gobaith. Lywydd, dwi'n falch ein bod ni'n cael cyfle i drafod y pwnc sydd mor bwysig i gymaint o deuluoedd ar draws Cymru ar lawr y Siambr y prynhawn yma. Dwi hefyd yn falch o weld bod consensws trawsbleidiol i'w gael am y pwysau sy'n wynebu hosbisau yng Nghymru a'r gefnogaeth sydd ei angen i'w diwallu. Yn eu cynnig, mae'r Blaid Lafur yn gywir i nodi'r pwysau ariannol sylweddol sy'n wynebu hosbisau yng Nghymru, yn gywir i alw am gynllun hirdymor i wella gofal lliniarol a gofal diwedd oes, yn gywir i wneud yr achos dros setliad ariannol teg i'r sector er mwyn cynnal gweithlu cynaliadwy. Ond gyda phob parch, Lywydd, mae'n bwysig nodi mai Llafur sydd wedi bod mewn grym yng Nghymru ers chwarter canrif a mwy. Fel tad ac fel gofalwr sydd wedi gweld yn uniongyrchol yr heriau sy'n wynebu hosbisau, dwi yn cefnogi'r cynnig yma, ond mae'n rhaid imi gyfaddef fy siom nad oedd mwy o weithredu wedi bod gan Lafur yn eu hamser mewn grym. Dwi'n croesawu'r cynnig, ond yn falch bod Plaid Cymru wrth y llyw erbyn hyn, a bod gennym ni Lywodraeth sydd o ddifri am fynd i'r afael â'r heriau dyrys a dwfn sy'n wynebu hosbisau, a dwi'n edrych ymlaen i gefnogi'r cynnig. Diolch yn fawr.

    Official English translation

Hospices provide care and excellent support for children, young people and adults, and I want to share personal experience that demonstrates just how important this service is. Our daughter was born with cerebral palsy following complications during childbirth. She couldn't walk or use her hands, and for years, my wife and I were her main carers. During this challenging period, Tŷ Gobaith was a saviour for our family. It provided crucial respite, but far more than that too. The staff provided support, advice and professional care for us as a family. One of the most difficult decisions for any parent is to accept that the life of their child may be short. Unfortunately, our daughter passed away at seven years of age. But the support of Tŷ Gobaith didn't stop at that point. The support continued through our bereavement, and counselling was available for our other daughters too. I will always be grateful for the care and compassion that was shown to our family by the staff at Tŷ Gobaith. Llywydd, I'm pleased that we're having an opportunity to discuss an issue that is so important to so many families across Wales on the floor of this Chamber this afternoon. I'm also pleased to see that there is cross-party consensus in relation to the pressures facing hospices in Wales and the support required to meet their needs. In the motion, the Labour Party is right to set out the significant financial pressures facing hospices in Wales, is right to call for a long-term plan to improve palliative care and end-of-life care, is right to make the case for a fair settlement for the sector in order to maintain a sustainable workforce. But with all due respect, Llywydd, it's important to note that it is Labour that has been in power for a quarter of a century and more. As a father and as a carer who has seen directly the challenges facing hospices, I do support this motion, but I have to admit my disappointment that more wasn't done by Labour during their time in power. I welcome the motion and I'm pleased and proud that Plaid Cymru is now in charge and that we have a Government that is serious about addressing the complex and deep-seated challenges facing hospices, and I look forward to supporting this motion. Thank you.

  2. 2. Questions to the Cabinet Minister for Government Effectiveness and the Constitution cy

Diolch am yr ymateb. Mae'r setliad datganoli presennol yng Nghymru yn ein gadael ni'n fyr o nifer o'r pwerau a'r hyblygrwydd sydd eu hangen arnom fel cenedl i lunio a gweithredu polisïau trawsadrannol, cydlynol er lles ein cymunedau. Roeddwn i'n falch iawn o glywed Prif Weinidog Cymru yn cyhoeddi'r wythnos diwethaf ei fod wedi ysgrifennu at Brif Weinidog y Deyrnas Unedig yn ffurfiol i geisio sicrhau bargen newydd i Gymru, bargen fyddai'n trosglwyddo nifer o'r pwerau sydd eisoes wedi'u datganoli i'r Alban, megis plismona, cyfiawnder, Ystad y Goron, rheilffyrdd, lles a thegwch ariannol. Mae nifer o gomisiynau annibynnol dros y blynyddoedd, gan gynnwys comisiwn Silk a'r Comisiwn Annibynnol ar Ddyfodol Cyfansoddiadol Cymru, wedi dod i'r casgliad bod angen cryfhau datganoli a rhoi mwy o bwerau yn nwylo'r Senedd er mwyn galluogi Cymru i fynd i'r afael yn fwy effeithiol â'u heriau ei hun. Gyda hynny mewn golwg, a wnaiff y Gweinidog Cabinet ymrwymo i barhau i bwyso ar Lywodraeth y Deyrnas Unedig? O'r diwedd—

    Official English translation

Thank you for that response. The current devolution settlement in Wales leaves us short of many of the powers and the flexibility that we need as a nation to formulate and implement coherent cross-departmental policies for the benefit of our communities. I was very pleased to hear the First Minister of Wales announce last week that he had written to the UK Prime Minister formally to try to secure a new deal for Wales, a deal that would transfer a number of powers that have already been devolved to Scotland, such as policing, justice, the Crown Estate, railways, welfare and fiscal fairness. A number of independent commissions and reviews over the years, including the Silk commission and the Independent Commission on the Constitutional Future of Wales, have come to the conclusion that devolution needs to be strengthened and more powers placed in the hands of the Senedd in order to allow Wales to deal more effectively with its own challenges. With that in mind, will the Cabinet Minister commit to continuing to press the UK Government? Finally—

  3. 6. Debate: Fiscal Reform cy

Dwi'n falch o gael cyfrannu i'r ddadl bwysig hon y prynhawn yma. Hoffwn roi ar y cofnod, i gychwyn, fy mod i wrth gwrs yn cefnogi pwynt 1 a phwynt 2 yn y cynnig sydd o'n blaenau. Mae nifer o fy nghyd-Aelodau ar y meinciau yma wedi gwneud yr achos yn glir eto heddiw dros pam mae angen i ni weld gweithrediadau brys gan Lywodraeth y Deyrnas Unedig, a dwi am ganolbwyntio fy sylwadau ar bwynt 3 yn y cynnig.

I'm pleased to be able to contribute to this important debate this afternoon. I'd like to put on record at the outset that of course I support point 1 and point 2 in the motion before us. A number of my fellow Members on these benches have made the case clear again today as to why we need to see urgent action from the UK Government, and I wish to focus my comments on point 3 of the motion.

  4. 6. Debate: Fiscal Reform en

When the Prime Minister, Keir Starmer, made his way to Wales to announce £14 billion of investment to, as he put it, 'transform' Welsh rail, I'm sure many of us were hopeful that it was signalling the beginning of the end of historic underfunding for Welsh rail. However, as the details of commitments emerged, it became clear that, far from putting Wales on the right track, this commitment risks facilitating the continuation of underinvestment in Welsh rail over the current spending review period. It also, of course, made no effort to right the wrongs of the HS2 and the Oxford and Cambridge lines scandal. And whilst I'm sure we are glad to hear the new Prime Minister recently confirm that the £14 billion commitment remains firmly in place, I would maybe suggest to the Labour Party that it should have a word with Stephen Kinnock, the Secretary of State for Wales, given his views on this, as he doesn't quite seem to be on the same page as you in the Labour Party here, or even the Prime Minister. Point 3 in today's motion does not set out to give Wales any special treatment or to secure any additional funding. Rather, the motion aims to ensure that the UK Government's commitment properly aligns with the delivery timelines of projects in Wales that have already been given the green light. As the Cabinet Minister for Finance put it in her letter to the Chancellor: 'At this level of funding, the projects underpinning the commitment cannot be progressed at the pace required and key commitments will not be delivered within the planned timeframe.' If we continue as we are, deadlines will be missed, projects will be in limbo, jobs could be at risk, and rail in Wales will continue to lag behind the rest of the UK. I therefore urge you all to support this motion today.

  2. 1. Questions to the Cabinet Minister for Enterprise, Connectivity and Energy cy

Diolch i'r Gweinidog Cabinet am yr ymateb. Ar fy ymweliad â safle Gwyndod yr wythnos diwethaf, roedd hi'n amlwg fod hwn nid yn unig yn gyfle i sicrhau ynni dibynadwy am ddegawdau, ond yn gyfle unwaith mewn cenedlaeth i economi Ynys Môn a'r gogledd-orllewin. Os ydym am i bobl leol elwa go iawn, mae angen dechrau paratoi nawr. Mae hynny'n golygu gweithio gyda'r colegau lleol i sicrhau prentisiaethau a'r sgiliau fydd eu hangen, ac, yn bwysig, sicrhau bod ganddynt y cyllid i wneud hynny. Mae hefyd yn golygu rhoi cyfle teg i fusnesau lleol ennill gwaith drwy'r gadwyn gyflenwi. A wnaiff y Gweinidog felly ymrwymo i sicrhau mai swyddi, sgiliau a busnesau lleol fydd wrth galon strategaeth Llywodraeth Cymru ar gyfer Gwyndod? Diolch.

    Official English translation

I thank the Cabinet Minister for that response. On my visit to the Gwyndod site last week, it was clear that this is not only an opportunity to secure energy for decades, but also a once-in-a-generation opportunity for the economy of Ynys Môn and north-west Wales. If we want local people to truly benefit, we need to start to prepare now. That means working with local colleges to ensure that apprenticeships and the required skills are in place, and, importantly, that they have the funding to deliver those. It also means giving fair opportunities to local businesses to get work through the supply chain. Will the Minister therefore commit to ensuring that jobs, skills and local businesses will be at the heart of the Welsh Government's strategy for Gwyndod? Thank you.

  3. 7. Reform UK Debate: Wales and the United Kingdom cy

Diolch, Lywydd. Mae'n amlwg, wrth edrych ar y cynnig a'r gwelliannau sydd wedi'u gosod y prynhawn yma, fod dwy agwedd wahanol iawn i'w cael am ddyfodol Cymru yn y Siambr hon. Gwnaf i droi'n gyntaf at gynnig gwreiddiol Reform. Dwi'n siŵr y bydd yr eironi'n glir i bawb, wrth i blaid sydd yn gwneud chwarae mawr ar bwysigrwydd rhyddid barn geisio cyfyngu ar hawl bobl Cymru i gynnal trafodaeth adeiladol dros ddyfodol ein gwlad. Trafodaeth ar eu termau nhw yn unig ydy ffordd Reform. Wrth i'r twf am gefnogaeth dros newid cyfansoddiad yng Nghymru barhau, mae ei strategaeth am amddiffyn statws cwo y Deyrnas Unedig a thaflu amheuaeth dros fanteision datganoli yn groes i beth mae mwyafrif o bobl Cymru yn dymuno ei weld. A dyma droi at welliant Llafur. Ie, geiriau cynnes am ddatganoli a'i holl fanteision ar bapur, ond fel y gwelsom dros y ddwy flynedd o'u partneriaeth mewn grym bob ochr i'r M4, dydyn nhw'n golygu dim mewn realiti. Er bod y cyfarwyddyd wedi dod erbyn hyn i fod yn fwy cefnogol o ddatganoli gan eu pennaeth newydd yn Downing Street, maen nhw'n ei chael hi'n anodd i hyd yn oed argyhoeddi eu Haelodau eu hunain yn San Steffan am yr angen am fwy o ddatganoli. Yn yr etholiad, fe wnaeth pobl Cymru ei gwneud hi'n glir eu bod nhw'n dymuno mwy o bwerau dros eu dyfodol eu hunain, ond fe ddaru nhw hefyd ei gwneud hi'n berffaith glir nad ydyn nhw'n credu bod Llafur o ddifrif dros weithredu'r dyheadau hynny, sydd yn dod â fi at welliant Plaid Cymru. Yn syml, rydym ni'n coelio mai pobl Cymru a phobl Cymru yn unig ddylai fod â'r hawl i benderfynu dros ddyfodol ein hunain. Nid breuddwydion cyfansoddiadol ydy'r rheini, ond hawl sydd yn cael ei roi i bron i bob gwlad ddemocrataidd arall ar draws y byd. Wrth osod ein gwelliant heddiw, rydym yn ceisio datgloi'r sgwrs am ddyfodol ein gwlad. Mae'r pleidiau eraill yn benderfynol o'i chadw dan glo. Ai dyma'r gorau all pethau fod i Gymru? Yn ystod yr haf, es i draw i Slofenia, gwlad sydd efo miliwn yn llai o bobl na Chymru, gwlad a fynnodd ei hannibyniaeth er gwaethaf amgylchiadau economaidd a chymdeithasol heriol. Ond erbyn hyn, mae hi'n wlad sydd wedi gwneud i'w heconomi dyfu mwy na saith gwaith dros y blynyddoedd diwethaf, yn wlad sydd wedi manteisio ar ei haelodaeth o'r Undeb Ewropeaidd, ac yn wlad sydd wedi adeiladu ei heconomi ar y sectorau ynni a thwristiaeth. Mae'r gymhariaeth â Chymru yn hynny o beth yn glir. Yn bersonol, dydw i ddim yn credu bod San Steffan yn gweithio i'n cenedl, ond pobl Cymru ddylai fod â'r grym i gael dweud eu dweud ar hynny, nid Whitehall. I gloi, Lywydd, dywedodd Matthew Rhys wythnos diwethaf,

    Official English translation

Thank you, Llywydd. It's clear, in looking at the motion and the amendments tabled this afternoon, that there are two very different views on the future of Wales in this Chamber. I will turn first of all to Reform's original motion. I'm sure that the irony will be palpable to all, as a party that makes great play of the importance of freedom of opinion seeks to limit the right of the people of Wales to have a constructive discussion on the future of our nation. A discussion on their own terms, that's all Reform are interested in. As the growth in support for constitutional change continues, their strategy of protecting the status quo of the UK and casting doubt on the benefits of devolution is contrary to the view of the majority of the people of Wales. And let's turn now to the Labour amendment. Yes, warm words about devolution and all its benefits on paper, but as we saw over the two years of their partnership in power at both ends of the M4, they mean nothing in practice. Although the direction has come now to be more supportive of devolution from their new head in Downing Street, they are finding it difficult to even convince their own Members in Westminster of the need for further devolution. In the election, the people of Wales made it clear that they wanted more powers over their own future, but they also made it perfectly clear that they don't believe that Labour is serious about acting on those aspirations, which brings me to the Plaid Cymru amendment. Simply, we believe that the people of Wales and the people of Wales alone should have the right to determine their own future. Those aren't constitutional dreams, but a fundamental right that is afforded to almost every other democratic nation across the world. In tabling our amendment today, we are seeking to unlock the conversation about the future of our nation. The other parties are determined to keep it under lock and key. Is this the best things can be for Wales? During the summer, I went over to Slovenia, a nation with a million fewer people than Wales, a nation that insisted on its independence despite a challenging economic and social environment. But now it's a nation that has caused its economy to grow more than sevenfold over recent years, a nation that has benefited from its membership of the European Union, and a nation that has built its economy on the energy and tourism sectors. The comparison with Wales in that regard is quite clear. Personally, I don't believe that Westminster is working for our nation, but the people of Wales should have the power to have their say on that issue, not Whitehall. To conclude, Llywydd, Matthew Rhys said last week,

Mi oedd o'n hollol gywir, wrth gwrs, ond rydym ni hefyd yn wlad uchelgeisiol, yn wlad llawn potensial ac yn wlad sydd yn ddigon galluog i benderfynu dros ddyfodol ein hunain. Rydym ni wedi gweld ymrwymiad uniongyrchol ym Mwrdd Iechyd Prifysgol Betsi Cadwaladr ac arian ychwanegol i'r gwasanaeth iechyd yn y gyllideb atodol. Dwi'n siŵr bydd pawb yn cydnabod y gwahaniaeth y gall yr arian hwnnw ei wneud i gleifion a staff, ac mor bwysig felly yw pasio'r gyllideb y prynhawn yma. Wrth edrych tuag at y dyfodol ac i sicrhau bod y gwaith da yn parhau, mae'n rhaid annog defnydd mwy effeithiol o arian cyhoeddus yn y gwasanaeth iechyd. Official English translation

I welcome many of the steps taken by the Plaid Cymru Government since coming into power in order to address the real challenges facing the health service in Bangor Conwy Môn. We have seen a direct commitment to Betsi Cadwaladr University Health Board as well as additional funding for the health service in the supplementary budget. I'm sure that everyone would recognise the difference that that funding could make for patients and staff, and therefore how important it is that we pass the supplementary budget this afternoon. In looking to the future and to ensure that the good work can continue, we must encourage more efficient use of public funds within the health service. With that in mind, will the First Minister provide an update on the Government's commitment to establish a health finance efficiency team and when he hopes to see that being established?

  3. 9. Debate: The First Supplementary Budget 2026-27 cy

Fel cynghorydd sir tan yn ddiweddar, gallaf ardystio mor bwysig yw pasio'r gyllideb atodol yma heddiw er mwyn mynd i'r afael â'r heriau sy'n wynebu llywodraeth leol. Mae Llafur wedi gwneud chwarae mawr dros yr wythnosau diwethaf ar yr angen i weld buddsoddiad brys mewn gwasanaethau anghenion dysgu ychwanegol, ac mae pawb yn cydnabod hynny. Rhyfedd, felly, i'w clywed eu bwriad heddiw i bleidleisio yn erbyn y gyllideb, er gwaetha'r ffaith bod mwy o arian ar gyfer gwasanaethau ADY yn y gyllideb hon nag oedden nhw eu hunain yn galw amdano yn wreiddiol. Rwy'n siŵr y bydd teuluoedd, yr athrawon a'r disgyblion, sydd yn galw am yr un buddsoddiad, yn ei gweld hi'n rhyfedd ac yn rhwystredig hefyd. Tu hwnt i'r arian ar gyfer gwasanaethau ADY, mae'r gyllideb atodol hefyd yn sicrhau buddsoddiad ychwanegol ar gyfer ehangu prydau ysgol am ddim a gwella cyflwr ein hysgolion. Rwy'n siŵr ei bod ni i gyd ar draws y Siambr yn rhannu'r un dyhead o weld disgyblion gyda boliau llawn yn dysgu mewn ysgolion addas i bwrpas. Ond, wrth bleidleisio yn erbyn y gyllideb heddiw, rydym yn atal y buddsoddiad rhag cyrraedd ein hysgolion mor fuan â phosib, a'r disgyblion a'r athrawon fydd ar eu colled. Lywydd, nid yr arian uniongyrchol ychwanegol yn unig sydd yn hanfodol ar gyfer cynaliadwyedd ein hawdurdodau lleol. Mae'r buddsoddiad ychwanegol o £145 miliwn yn y gwasanaeth iechyd yn cymryd pwysau oedd ar wasanaethau gofal. Mae'r £55 miliwn ar gyfer gofal plant yn creu swyddi lleol ac yn helpu rhieni yn ôl i'r gwaith er mwyn cryfhau ein heconomi lleol. Ac mae'r £8 miliwn ar gyfer y cynllun teithio bws i bobl ifanc yn gwella cysylltedd ac yn galluogi pobl ifanc i gymdeithasu a gwneud defnydd o adnoddau lleol. I gloi, Lywydd, mae'r bleidlais o'n blaenau heno yn gofyn cwestiynau reit syml mewn gwirionedd: ydyn ni am weld gwasanaeth iechyd cynaliadwy? Ydyn ni am roi'r dechrau gorau i bob plentyn ar draws Cymru? Ac ydyn ni am gefnogi pob disgybl i wireddu ei botensial a phob athro i fwynhau ei waith? Dim ond drwy basio'r gyllideb o'n blaenau y gallwn ni wneud hynny, ac rwy'n annog pob Aelod i'w gefnogi. Diolch.

As someone who was a county councillor until recently, I can attest to how important it is to pass this supplementary budget today in order to address the challenges facing local government. Labour has made much over the last few weeks of the need to see urgent investment in ALN services, and everyone recognises that. It is therefore strange to hear today that they intend to vote against the budget, despite the fact that there is more money for ALN services in this budget than they themselves had originally called for. I'm sure that the families, teachers and pupils, who are calling for the same investment, will find that strange and frustrating too. Beyond the funding for ALN services, the supplementary budget also ensures additional investment for expanding free school meals and improving the condition of our schools. I am sure that everyone across the Chamber shares the same desire to see pupils with full stomachs learning in schools that are fit for purpose. But, by voting against the budget today, we are preventing that investment from reaching our schools as soon as possible, and it is the pupils and teachers who will miss out. Llywydd, it is not just the additional direct funding that is essential for the sustainability of our local authorities. The additional investment of £145 million in the health service takes pressure off care services. The £55 million for childcare creates local jobs and helps parents back into work in order to strengthen our local economy. And the £8 million for the bus travel scheme for young people improves connectivity and enables our young people to socialise and make use of local resources. In conclusion, Llywydd, the vote before us tonight asks a relatively simple question, really: do we want to see a sustainable health service? Do we want to give every child across Wales the best start? And do we want to support all pupils to realise their potential and all teachers to enjoy their work? We can only do that by passing the budget before us, and I encourage all Members to support it. Thank you.

Mae cyllideb atodol Llywodraeth Cymru yn sicrhau mwy o arian i awdurdodau lleol wella cyflwr eu hysgolion ac ehangu prydau ysgol am ddim—cyhoeddiad sydd wedi ei groesawu ar draws y Siambr. Mae hynny ar ben £110 miliwn a gafodd ei negodi gan Blaid Cymru ar gyfer llywodraeth leol yn y gyllideb eleni. Ydy'r Prif Weinidog yn cytuno efo fi fod angen gweld aeddfedrwydd trawsbleidiol rŵan er mwyn pasio'r gyllideb atodol a datgloi'r arian ychwanegol hollbwysig yma i wasanaethau cyhoeddus?

The Welsh Government supplementary budget ensures more funding for local authorities to improve the condition of their schools and to expand free school meals—an announcement that's been welcomed across the Chamber. That is on top of £110 million that was negotiated by Plaid Cymru for local government in this year's budget. Does the First Minister agree with me that there's a need to see cross-party maturity now in order to pass the supplementary budget and to unlock this funding for public services?

  1. 5. 90-second Statements cy

Yr wythnos diwethaf, daeth gyrfa ddisglair un o gewri'r byd rygbi i ben. Ers ennill ei gap gyntaf dros ei wlad yn 18 oed, aeth y cawr o Fôn, George North, ymlaen i wisgo'r crys coch 121 o weithiau, gan groesi'r llinell wen ar 47 achlysur. Mae'n diolch ni i gyd yn fawr i George, nid yn unig am ei gyfraniad ar y cae, ond hefyd am ei ysbrydoliaeth i genhedlaeth nesaf o athletwyr ar draws Cymru. Ac ar hynny, hoffwn ddymuno'n dda i bob un o'r 115 sy'n cystadlu yng Ngemau'r Gymanwlad dros Gymru fis yma yn Glasgow, yn enwedig i'r rheini o Fangor Conwy Môn. Yn benodol, hoffwn ddymuno'r gorau i Cari Hughes o Fôn, yr athletwraig gyntaf i gystadlu yng Ngemau'r Gymanwlad sydd eisoes wedi cystadlu dros Ynys Môn yng Ngemau'r Ynysoedd. Mae hyn yn gamp anferthol ac yn amlygu rôl bwysig Gemau'r Ynysoedd, sy'n rhoi llwyfan i athletwyr lleol a sail gwirioneddol i feithrin talent a datblygu profiad. Ac yn olaf, o Glasgow i Le Mans yn Ffrainc, hoffwn hefyd ddymuno'n dda i Martha Glwys Jones o Lanrwst, un o bedair sydd wedi'u dewis i gynrychioli tîm marchogaeth Prydain ym mhencampwriaeth Ewrop. Llongyfarchiadau gwresog i Martha—pob dymuniad da i ti, ac, wrth gwrs, i Cognac y ceffyl.

Last week, the glittering career of one of the giants of the world of rugby came to an end. Since winning his first cap for his country at 18, this giant from Anglesey, George North, went on to wear the red shirt of Wales 121 times, crossing the white line on 47 occasions. We all thank George very much, not only for his contribution on the field, but also for the inspiration that he has given to the next generation of athletes across Wales. And on that note, I want to wish well every one of the 115 Welsh athletes competing in the Commonwealth Games this month in Glasgow, particularly those from Bangor Conwy Môn. Specifically, I'd like to wish Cari Hughes from Anglesey well, the first athlete to compete in the Commonwealth Games who has already competed for Anglesey in the Island Games. This is a huge achievement and clearly highlights the key role the Island Games have played in providing a platform for local athletes and to nurture talent and experience among those athletes. Finally, from Glasgow to Le Mans in France, I would also like to wish Martha Glwys Jones from Llanrwst well. She is one of four who have been selected to represent the British equestrian team at the European championship. Many congratulations to Martha—I wish her well, and, of course, Cognac her horse.

  2. 7. Reform UK Debate: Nation of Sanctuary en

Thank you, Llywydd. Point of order under Standing Order 13.9(v). Dan Thomas referred to immigrants as 'illegal' in his opening statement. This is inaccurate. Under UK law and the 1951 UN convention, an asylum seeker is not illegal. Arriving by an irregular route does not make a person illegal. Such language misrepresents the law and risks lowering the dignity of this Senedd, and I'd ask you to make a ruling on this, please, Llywydd.

  3. 10. Short Debate: Aiming high for our high streets—Solutions for Bangor Conwy Môn cy

Dwi'n diolch i'r Aelod am godi mater sydd mor gyfredol ym Mangor Conwy Môn. Gyda'r etholaeth yn gartref i nifer fawr o gymunedau gwledig, mae gan ein strydoedd mawr rôl annatod i'w chwarae wrth sicrhau bod trigolion gyda mynediad cyfleus at wasanaethau allweddol. Ond fel mae'r Aelod eisoes wedi nodi, mae'r dirywiad yn ein canol trefi dros y blynyddoedd diwethaf wedi golygu bod nifer o'r gwasanaethau hynny wedi diflannu, a chymunedau cefn gwlad sydd rŵan ar eu colled. Wrth fynd ati i ailadeiladu ein strydoedd mawr yn y dyfodol, mae'n rhaid sicrhau bod anghenion cymunedau gwledig yn ganolog i'r drafodaeth a bod pob ymdrech yn cael ei gwneud i arloesi fel bod y gwasanaethau sy'n hanfodol i fywyd pob dydd ar gael yn gyfartal i bawb, beth bynnag eu cod post. Diolch.

    Official English translation

I thank the Member for raising an issue that is so current in Bangor Conwy Môn. With the constituency being home to a number of rural communities, our high streets have an integral role in ensuring that residents have convenient access to key services. But as the Member has already set out, the decline in our town centres over recent years has meant that many of those services have disappeared, and it's rural communities that are missing out now. In rebuilding our high streets for the future, we must ensure that the needs of rural communities are central to that discussion and that every effort is made to innovate to ensure that essential services for everyday life are equally available for everyone, whatever their postcode. Thank you.

  1. 4. Statement by the Cabinet Minister for Health and Care: Improving Leadership and Performance at Betsi Cadwaladr University Health Board cy

Diolch, Ddirprwy Lywydd. Dwi'n diolch i'r Gweinidog Cabinet am ei ddatganiad ac am gymryd camau cadarn mor fuan i mewn i'r tymor seneddol i fynd i'r afael â'r heriau dwys sydd yn wynebu Betsi Cadwaladr. Un elfen o'r datganiad roeddwn i yn ei chroesawu yn benodol oedd yr ymrwymiad i gyflwyno tîm arbenigol i roi cymorth yn y meysydd gofal wedi ei gynllunio, canser a gofal brys. Mae'n amlwg o'r ohebiaeth dwi wedi ei derbyn gan etholwyr fod y rheini oll yn feysydd sydd wedi cadw'r bwrdd iechyd o dan fesurau arbennig cyhyd. Pa welliannau penodol felly mae'r Gweinidog yn gobeithio eu gweld wrth gyflwyno'r tîm arbenigol, a phryd mae'n gobeithio gweld y gwelliannau hynny yn cael eu gweithredu?

    Official English translation

Thank you, Dirprwy Lywydd. I thank the Cabinet Minister for his statement and for taking robust steps so soon in this parliamentary term to tackle the intensive challenges facing Betsi Cadwaladr. One element of the statement that I welcomed specifically was the commitment to introduce an expert team to provide support in the areas of planned care, cancer and urgent care. It's clear from the correspondence that I've received from constituents that those are all areas that have kept the health board under special measures for such an extended period of time. What specific improvements will the Cabinet Minister hope to see in introducing this expert team, and when does he hope to see these improvements being delivered?

Diolch i'r Gweinidog am ei hymateb. Mae'r camau a gymerwyd yn y blynyddoedd diwethaf, diolch i gyfraniad Plaid Cymru mewn gwrthblaid, i leihau nifer y lletyau gwyliau a thyfu'r stoc dai yn ein cymunedau i'w croesawu. Serch hynny, mae achosion wedi codi lle mae busnesau llety gwirioneddol, rhai sy'n chwarae rôl bwysig fel rhan o'n cynnig twristiaeth, yn cael eu cosbi. Roeddwn yn falch o sefyll ar faniffesto sydd yn ymrwymo i greu eithriadau newydd a chlir mewn achosion lle na fyddai'r llety hwnnw'n gymwys i fod yn gartref preifat. Felly, a wnaiff y Gweinidog roi diweddariad ar y gwaith fydd yn mynd rhagddo gan y Llywodraeth i ddatblygu a gweithredu'r eithriadau newydd?

    Official English translation

Thank you, Cabinet Minister, for your response. The steps taken in recent years, thanks to Plaid Cymru's contribution in opposition, to reduce the number of holiday lets and to grow the housing stock in our communities are to be welcomed. However, cases have arisen in which genuine letting businesses, those that play an important role as part of our tourism offer, are being penalised. I was proud to stand on a manifesto that committed to creating new and clear exemptions in cases where that accommodation would not quality as a private home. So, will the Minister provide an update on the work that will be undertaken by the Government to develop and implement the new exemptions?

  1. 2. Questions to the Cabinet Minister for Health and Care cy

Mae llywodraethiant effeithiol yn ganolog i berfformiad ein gwasanaeth iechyd, a dwi'n cefnogi ymrwymiad Llywodraeth Plaid Cymru i roi strwythurau clir ac arweinyddiaeth newydd i'n byrddau iechyd dros y tymor seneddol hwn. Ym Metsi Cadwaladr, am rhy hir, mae'r stori wedi bod yn un o fesurau arbennig ac anghysondeb mewn safonau gwasanaethau. Rydw i'n bryderus o weld, fel enghraifft, adran achos brys Ysbyty Glan Clwyd yn cael ei dynodi fel gwasanaeth sydd angen ei wella'n sylweddol gan yr Arolygiaeth Gofal Iechyd Cymru yr wythnos diwethaf. Nid beirniadaeth ar y staff yw hyn, ond system lle mae diffyg eglurder mewn atebolrwydd ac arweinyddiaeth gyson. Felly, Weinidog, pa waith sy'n cael ei wneud i adolygu'r fframwaith dwysáu ac ymrwymiad presennol a sicrhau ei fod yn gyrru gwelliant gwirioneddol a chynaliadwy i gleifion?

    Official English translation

Effective governance is central to the performance of our health service, and I support the Plaid Cymru Government's commitment to give clear structures and new leadership to our health boards over this parliamentary term. In Betsi Cadwaladr, for too long, the story has been one of special measures and inconsistency in service standards. I am concerned to see, as an example, the accident and emergency department at Glan Clwyd Hospital being identified as a service that needs significant improvement by Healthcare Inspectorate Wales just last week. This isn't a criticism of staff, but of a system where there is lack of clarity in terms of accountability and consistent leadership. So, Minister, what work is being done to review the escalation framework and the current commitment to ensure that it does drive real and sustainable improvements for patients?

    Official English translation

I would like to declare an interest that a member of my family works in the advocacy service. I'd like to request a written statement from the Deputy Minister for social care about the Supreme Court's ruling to significantly narrow the circumstances in which a person who is considered to lack mental capacity is deprived of their liberty. The court's decision means that many individuals living in care homes, supported living arrangements, and other care settings can now fall outside the scope of the protections under article 5, and their voice through an independent mental capacity advocate, if they are considered to be satisfied with their care arrangements.  Along with many within the care sector, I am concerned that the loss of critical external and independent scrutiny will lead to many disabled people losing their human rights and receiving care that runs counter to their needs and wishes. I would therefore like a statement that outlines how the Welsh Government will respond to the Supreme Court's ruling, and how it will ensure that safeguards and a voice through an advocate remain in place for individuals who face fundamental changes to their care provision as a result.
