  1. 4. Statement by the First Minister: 60th Anniversary of the Aberfan Disaster en

I am a Merthyr girl, and I just want to say before I read this that I am shocked, surprised and upset by any reference to any party political stuff when we talk about Aberfan, because it just isn't relevant. But I want to say this: having lived all my life in Merthyr Tydfil, I have often been asked about Aberfan. Wherever I go, whenever people hear where I am from, they immediately think of the terrible tragedy. For many years, that was the only story that people knew about Aberfan and the outside world.  My own memories are of my parents' sadness and of my father being called to send every man and machine that he could to Pantglas school. It was only many years later that he actually said that that was the worst day of his life. Sixty years on, we will never forget the 116 children and 28 adults who lost their lives, nor the families who have struggled. But Aberfan is so much more than its tragedy. My daughter and grandchildren—Joseff and Nansi, as it happens—call Aberfan their home. I see a warm, welcoming community, full of kindness, talent, resilience and pride. Aberfan will always carry its history, and we must remember those who were lost, honour their memory and cherish all that Aberfan is today. But would the First Minister and all Members in this Chamber today, whatever party you're in, agree with me in saying that Aberfan should never be defined by tragedy alone, and that its greatest strength lies in its people, their determination and tenacity, and the wonderful community that they continue to build for future generations?

  1. 4. Statement by the Cabinet Minister for Rural Resilience and Sustainability: Winter preparedness: Be flood ready cy

Diolch, Ddirprwy Lywydd. Mae'n rhaid i fi ddweud, dwi yn teimlo ei fod e'n galonogol iawn, eich datganiad heddiw. Roedd e rili yn dda clywed bod lot o'r pethau sydd wedi cael eu rhoi yn eu lle o'r blaen nawr yn digwydd, fel y fforwm llifogydd cenedlaethol—mae hwnna'n ffantastig. Dwi wir yn credu mewn grym rhwydweithiau sydd yn gweithio ar draws Cymru i helpu ein gilydd a phopeth, so mae hwnna'n ffantastig. Roeddwn i hefyd yn rili cymryd sylw o beth roeddech chi'n ei ddweud o ran pa fath o gymorth rydyn ni'n gallu ei roi i'n cymunedau ni o ganlyniad i'r ffaith bod yn rhaid iddyn nhw wylio am risg, cofrestru i gael rhybuddion, bod yn barod am unrhyw beth, a chael y cymorth ymarferol gan Cyfoeth Naturiol Cymru. Dwi hefyd yn teimlo'n rili freintiedig i sefyll fan hyn a chlywed pawb yn siarad amdano fe fel hyn. Rŷn ni i gyd yn poeni am beth sydd yn digwydd gyda'n cymunedau ni ar draws Cymru ac ar draws yr holl bleidiau hefyd. So, mae hwnna'n ffantastig. Beth dwi eisiau gofyn yw sut ydyn ni'n gallu rhoi'r hyder yna sydd ei angen ar ein cymunedau bod ein Llywodraeth ni, ein bod ni fan hyn, yn gwneud popeth rŷn ni'n gallu ei wneud i sicrhau bod mesurau gwydnwch ar lefel eiddo digonol ar gael iddynt, a'u bod nhw'n saff.

Thank you, Dirprwy Lywydd. I have to say that I do feel this is very encouraging, what we've heard from your statement. It's really good to hear that many of the things that have been put in place in the past are now bearing fruit, such as the national flood forum—that's fantastic. I truly do believe in the power of networks that work across Wales to help each other, so that's fantastic. I also took notice of what you said in terms of the kind of support we can provide to our communities due to the fact that they have to be vigilant of risk, register for warnings and alerts, be prepared, and receive practical support from NRW. I also feel very privileged to stand here today and to hear everyone speaking about this subject. We all feel very concerned about what's happening with our communities across Wales and across all of the parties, and that's fantastic to hear. What I want to ask is how can we give that confidence that our communities need that our Government, that we here, are doing everything we can do to ensure that adequate property-level resilience measures are available, and that they're safe.

  2. 7. Reform UK Debate: Regional rugby en

It's all very well, and what you're saying is completely—. We understand that. Everybody agrees with a lot of what you're saying, and you know that. Most of the country would agree with it. But the fact is, we are not in a position to be able to tell them to do that. What you're asking for is not what's within our remit. This is not what we can do. But what the amendment is saying is exactly what we can do, and all those things are included in that amendment. That emotion that you're putting behind it is behind that amendment too.

[Inaudible.]—going to be an intervention, sorry. Actually, WRU have been scrutinised to a large extent. They're coming before the committee again. So, we are doing what's right for our country, for rugby in our country. What you're trying to do is point score here, to try and get some sort of feeling of, 'We love rugby. We are the only people—.' Well, actually, we all love rugby—

Weinidog, mae diwylliant wedi wynebu degawd o doriadau cyllid. Nid yw toriadau i gyllid yn effeithio ar y sector celfyddydol yn unig. Maent hefyd yn cael effaith uniongyrchol ar lesiant a bywiogrwydd cymunedau a chymdeithas Cymru. Os ydym am fod o ddifrif ynghylch Deddf llesiant cenedlaethau'r dyfodol, rhaid neilltuo a diogelu cyllid ataliol i gefnogi'r celfyddydau. Mae diwylliant yn cyfrannu'n uniongyrchol at lesiant unigolion ac at fywiogrwydd ein cymunedau ledled Cymru. Felly, sut y bydd y Gweinidog yn gweithio ar draws portffolios i sicrhau bod diwylliant yn cael ei gydnabod fel rhan annatod o iechyd ataliol ar draws y Llywodraeth?

    Official English translation

Minister, culture has faced a decade of funding cuts. Funding cuts don't just affect the arts sector. They also have a direct impact on the well-being and vitality of Welsh communities and society. If we are serious about the well-being of future generations Act, we must ring-fence and protect preventative funding to support the arts. Culture contributes directly to the well-being of individuals and to the vitality of our communities throughout Wales. So, how will the Minister work across portfolios to ensure that culture is recognised as an integral part of preventative health across Government?

  1. 1. Questions to the Cabinet Minister for Enterprise, Connectivity and Energy cy

Mae rhieni a phlant ar draws Rhondda Cynon Taf yn pryderu am effeithiau penderfyniad y cyngor, sydd o dan arweiniad Llafur, i wneud cludiant ysgol mor gymhleth â phosib i blant sydd jest eisiau gofyn, 'A ydw i'n mynd i gyrraedd yr ysgol yn ddiogel?' Mae canlyniadau'r penderfyniad yma yn sylweddol. Mae'n effeithio ar bobl leol sydd ddim yn gallu mynd ar y bws oherwydd ei fod yn llawn disgyblion ar y ffordd i'r ysgol ac mae presenoldeb disgyblion yn yr ysgol wedi'i effeithio'n ddifrifol. Yn fwy pryderus byth, mae plant yn methu mynd i'r ysgol maen nhw eisiau, gan gynnwys ysgolion cyfrwng Cymraeg, oherwydd bod llai o fysiau ar gael neu oherwydd newidiadau i delerau'r Mesur Teithio gan Ddysgwyr (Cymru) 2008. Dirprwy Weinidog, a wnewch chi wneud datganiad heddiw yn cefnogi rhieni Rhondda Cynon Taf sydd am wneud i'r cyngor, sydd o dan arweiniad Llafur, flaenoriaethu diogelwch plant?

    Official English translation

Parents and children across Rhondda Cynon Taf are concerned about the impact of the council's decisions, which is a Labour-led council, to make school transport as complex as possible for children who just want to know whether they're going to get to school safely. The impact of this decision is significant. It affects local people who can't get on the bus because it is full of school pupils on their way to school and pupil attendance has been gravely affected. More concerning still, children can't go to the school they want to go to, including Welsh-medium schools, because there are fewer buses available or because of changes to the terms of the Learner Travel (Wales) Measure 2008. Deputy Minister, will you make a statement today supporting parents in RCT who want to make the Labour-led council prioritise the safety of children?

  2. 2. Questions to the Cabinet Minister for Education and Welsh Language cy

Mae addysg Gymraeg yn llwyddo pan fydd pob plentyn yn dysgu yn y ffordd sydd yn addas iddyn nhw fel unigolion. Mae ŵyr gyda fi sydd yn byw gydag awtistiaeth. Mae mewn ysgol Gymraeg ac mae'n cael cefnogaeth ffantastig, mae'n rhaid imi ddweud—hollol wych—a dwi'n ddiolchgar iawn am hynny. Yn anffodus, dyw pob teulu ddim yn yr un sefyllfa, achos dyw hyn ddim yn wir mewn ardaloedd eraill yng Nghymru. Ni ddylai cael anghenion dysgu ychwanegol olygu bod yn rhaid i ddysgwyr roi'r gorau i'w hawl i gael addysg drwy'r Gymraeg. Dylai pob plentyn a pherson ifanc, beth bynnag fo'u hanghenion dysgu, allu cael mynediad at y cymorth a'r ddarpariaeth sydd eu hangen arnynt drwy gyfrwng y Gymraeg. Felly, a wnaiff Gweinidog y Cabinet roi'r wybodaeth ddiweddaraf am gynlluniau'r Llywodraeth i sicrhau bod darpariaeth anghenion dysgu ychwanegol drwy gyfrwng y Gymraeg yr un mor hygyrch, cynhwysfawr ac effeithiol â'r ddarpariaeth drwy gyfrwng y Saesneg?

    Official English translation

Welsh-medium education succeeds when every child learns in the way that's appropriate to them as individuals, of course. I have a grandson who's living with autism. He's in a Welsh-medium school and he's getting excellent support, I have to say—it's excellent and I'm very grateful for that. Unfortunately, not every family is in that same situation, because this isn't true across other areas in Wales. Having additional learning needs shouldn't mean that learners have to give up their right to Welsh-medium education. Every child and young person, whatever their needs, should be able to access the support and provision that they need through the medium of Welsh. So, will the Cabinet Minister provide an update on the Welsh Government's plans to ensure that additional learning needs provision through the medium of Welsh is just as accessible, inclusive and effective as the provision through the medium of English?

Yn sgil effeithiau difrifol storm Bert ym mis Tachwedd 2024, pan agorodd canolfan gymunedol Aberfan a chanolfan hamdden Merthyr Tudful eu drysau i gefnogi trigolion a oedd wedi gorfod gwacáu yn ystod y llifogydd dinistriol, mae llawer o etholwyr ar draws Pontypridd Cynon Merthyr yn bryderus ynghylch risg gynyddol llifogydd dros y gaeaf sydd i ddod. Mae'r Afon Taf a'r Afon Cynon yn peri bygythiad sylweddol i gartrefi, busnesau ac isadeiledd cymunedol. O ystyried y pryderon hyn, hoffwn ofyn am ddatganiad gan y Gweinidog Cabinet dros Wydnwch Gwledig a Chynaliadwyedd yn amlinellu sut mae Llywodraeth Cymru yn cryfhau parodrwydd Cymru ar gyfer llifogydd dros gyfnod y gaeaf. Dylai hyn gynnwys manylion am gynllunio gwydnwch presennol, cefnogaeth ar lefel gymunedol, parodrwydd seilwaith, ac unrhyw fesurau ychwanegol sy'n cael eu cymryd i ddiogelu ardaloedd sydd mewn perygl yn ein rhanbarth. Gan ystyried maint y digwyddiadau diweddar, mae eglurder a sicrwydd i drigolion yn hanfodol.

    Official English translation

Given the significant impact of storm Bert in November 2024, when the community centre in Aberfan and the leisure centre in Merthyr Tydfil opened their doors to support residents who had had to evacuate because of the destructive floods, many constituents across Pontypridd Cynon Merthyr are very concerned about the increasing risk of flooding over the coming winter. The Taff and Cynon rivers pose a serious threat to homes, businesses and community infrastructure. Given these concerns, I would like to ask for a statement from the Cabinet Minister for Rural Resilience and Sustainability outlining how the Welsh Government is strengthening Wales's preparedness for floods over the winter months. This should include details about current resilience planning, support at a community level, the readiness of infrastructure, and any additional measures being taken in order to safeguard areas that are at risk in our region. Given the scale of recent events, clarity and assurance for residents is crucial.

Drefnydd, hoffwn ofyn am ddatganiad gan y Gweinidog Cabinet dros Lywodraeth Leol, Tai a Chynllunio. Mae'r hawl i brynu cymunedol yn gam pwysig tuag at sicrhau bod gan gymunedau lleol ledled Cymru yr asiantaeth a'r gallu i fuddsoddi yn eu dyfodol eu hunain a'i lunio. Gall asedau sy'n eiddo i gymunedau ac sy'n cael eu rheoli ganddynt ysbrydoli mentergarwch, greu cyfleoedd a helpu i drawsnewid bywydau. Ond mae rhwystrau sylweddol yn parhau o ran sicrhau bod lleisiau lleol yn cael eu clywed a bod buddiannau cymunedau yn cael eu diogelu drwy ddeddfwriaeth. Mae'n bosib y clywn rywbeth gan y Prif Weinidog yn fuan pan fydd yn amlinellu rhaglen ddeddfwriaethol y Llywodraeth. Ond, o ystyried pwysigrwydd yr hawl i brynu cymunedol i gymunedau ledled Cymru, a all y Trefnydd drefnu datganiad gan y Gweinidog Cabinet dros Lywodraeth Leol, Tai a Chynllunio, i nodi cynlluniau manwl Llywodraeth Cymru ar gyfer Bil hawl y gymuned i brynu, a phryd y gellir disgwyl iddo gael ei gyflwyno gerbron y Senedd?

    Official English translation

Trefnydd, I'd like to ask for a statement from the Cabinet Minister for Local Government, Housing and Planning. Community right to buy is an important step towards ensuring that local communities across Wales have the agency and the ability to invest in their own futures and to design them. Assets that are owned by communities and that are managed by them can inspire enterprise, create opportunities and help to transform lives. But significant barriers continue in terms of ensuring that local voices are heard and that community interests are safeguarded through legislation. It's possible that we will hear something from the First Minister soon when he will outline the Government's legislative programme. But, given the importance of community right to buy to communities across Wales, could the Trefnydd arrange a statement by the Cabinet Minister for Local Government, Housing and Planning, to note the Welsh Government's detailed plans for a community right to buy Bill, and when we can expect it to be introduced before the Senedd?

Diolch. Yn ystod y Senedd ddiwethaf, roedd cefnogaeth gref ar draws pleidiau i Ddeddf Tomenni Mwyngloddiau a Chwareli Nas Defnyddir (Cymru) 2025, ac rwy’n falch y bydd yr awdurdod tomenni nas defnyddir newydd yn cael ei leoli ym Merthyr Tudful, gan greu 60 o swyddi yn fy etholaeth i. Ac er fy mod yn gwerthfawrogi bod Llywodraeth Cymru a Llywodraeth y Deyrnas Gyfunol wedi buddsoddi mwy na £100 miliwn yr un i sicrhau diogelwch tomenni glo, mae’n amlwg bod pryderon bod hyn yn ddigon i fynd i’r afael ag etifeddiaeth y diwydiant glo yma yng Nghymru. Felly, a yw’r Gweinidog Cabinet yn cytuno nad yw’r gwaith adfer sydd wedi ei addo gan Lywodraeth y Deyrnas Gyfunol ar hyn o bryd yn ddigonol i fynd i’r afael â’r heriau y mae’r Cymoedd yn eu hwynebu o dan gysgod hanes y diwydiant glo?

Thank you. In the last Senedd, there was strong cross-party support for the Disused Mine and Quarry Tips (Wales) Act 2025, and I'm pleased that the new disused tips authority will be located in Merthyr Tydfil, creating 60 jobs in my constituency. And although I appreciate the fact that the Welsh Government and the UK Government have invested over £100 million each to ensure the safety of coal tips, it's clear that there are concerns as to whether this will be enough to tackle the coal industry's legacy here in Wales. So, does the Cabinet Minister agree that the remedial work promised by the UK Government isn't currently sufficient to tackle the challenge that the Valleys face in the shadow of the coal industry's history?

Pam ydy e'n ei wneud e? Dwi'n siŵr bod yna sawl rheswm personol pam mae e am wneud hwn, ond mae e wedi dewis cyfrannu at ei gymuned trwy godi arian i gylch meithrin y Gurnos wrth wneud hwn. Mae'n rhoi cyfle i blant gael mynediad at addysg Gymraeg mewn ardal fyddai byth wedi cael y cyfle yna o'r blaen. Mae e'n gwneud gwaith ffantastig. Roeddwn i jest eisiau dweud diolch i Jamie am ei waith aruthrol dros y Gymraeg yn ein cymuned ni, am ei ymroddiad i Ganolfan Soar—roedd e wedi rili adeiladu hynny gyda fi—a hefyd, yn fwy pwysig na hynny, am ei gyfeillgarwch a'i gariad dros y blynyddoedd. Rydym wedi wynebu sawl her ar hyd y blynyddoedd o ran y Gymraeg a'n cymdeithas. Dwi am ei longyfarch ar beth mae e'n ei wneud, a diolch iddo fe, a dymuno pob hwyl iddo fe ar weddill ei daith.

I want to share with you today the story of a dear friend of mine, Jamie Bevan, who is currently walking all the way from Merthyr Tydfil to Istanbul—I think it's day 90—a journey of about 3,000 miles over 11 countries including France, Belgium, Germany, Austria, Hungary, Serbia and Bulgaria, which will take four to five months. Why is he doing this? I'm sure that there are several personal reasons why he's doing this, but he has chosen to use the opportunity to raise money for the cylch meithrin in Gurnos. He's already raised £10,000 towards developing the Welsh language in Merthyr Tydfil. The cylch is located in the Gurnos, one of the most disadvantaged communities in Wales. It provides an opportunity for children to access Welsh-medium education in an area where they would not have had that opportunity before. He's doing fantastic work. I just wanted to thank Jamie for his extraordinary work for the Welsh language in our community, for his dedication to Canolfan Soar—he really built that with me—and, most importantly of all, for his friendship and his love over the years. We have faced several challenges over the years in terms of the Welsh language and our society. I want to congratulate him on what he's doing, and thank him, and wish him well on the rest of his journey.

Dwi'n rili croesawu'r datganiad yna gan Weinidog y Cabinet—mae'n ffantastig. Roeddwn i jest eisiau cywiro Huw Thomas yn fanna. Nid Caerdydd yn unig oedd wedi gweld cynnydd yn yr iaith Gymraeg, ond hefyd Bro Morgannwg, Rhondda Cynon Taf a Merthyr Tudful. Roedd yna sawl un ohonom ni wedi gweld y cynnydd yna. I really welcome that statement from the Cabinet Minister—it's fantastic. I just want to correct Huw Thomas there. Cardiff isn't the only place that saw an increase in the Welsh language, but also the Vale of Glamorgan, Rhondda Cynon Taf and Merthyr Tydfil. There are a number of us who have seen that increase. It was so heartening to see so many of us across the parties in favour of what's happening with the Welsh language and the fact that a strategy is going to be implemented across our nation; it's fantastic.  I just wanted to say that the Commission for Welsh-speaking Communities report states that the Welsh language belongs to each one of us. Whether we speak it or not, it's important for all of us to embrace the Welsh language. Also, it recommends strengthening community language planning and that the Government works with local partners such as the mentrau iaith—

Er mwyn i brosiectau ynni cymunedol ffynnu, mae angen cefnogaeth gan y Llywodraeth. Felly, pa gamau y mae Llywodraeth Cymru yn eu cymryd i sicrhau bod prosiectau ynni sy'n eiddo i'r gymuned yn cael yr arbenigedd a'r cyllid sydd eu hangen arnynt?

The cost-of-living crisis has demonstrated how fragile our current energy system is. Communities across Wales are facing the impacts directly, and it's clear that fundamental change is needed. This shows us the importance of inspiring enterprise in our communities and ensuring that people have the skills and support to build and generate wealth in their own communities. For community energy projects to thrive, support is needed from the Government. So, what steps will the Welsh Government take to ensure that energy projects that are owned by the community receive the expertise and funding that they need?

Mae hwn yn rhywbeth sydd gyda fi yn gyffredin â Llŷr fan hyn, a dyw hwn ddim yn mynd i ddigwydd yn aml, so mae'n werth sôn amdano. Fe wnes i gerdded hefyd gyda'r plant a phobl ifanc yn ein hardal ni a chario ymlaen â'r gwaith arbennig mae Heledd Fychan wedi ei wneud yn ei rôl flaenorol i gefnogi'r grŵp yna, Save the School Transport, sydd yn weithredol iawn yn Rhondda Cynon Taf. Ro'n i jest eisiau gofyn cwestiwn. Mae angen adolygiad llawn o'r Mesur Teithio gan Ddysgwyr (Cymru) 2008, ond rwy'n gwerthfawrogi y bydd hwn yn cymryd amser. Felly a wnaiff y Llywodraeth weithio'n agos gyda'r awdurdodau lleol i sicrhau gwelliannau uniongyrchol ac ymarferol?

    Official English translation

This is something that I have in common with Llŷr, and this isn't going to happen often, so it's worth mentioning. I also walked with the children and young people in our area, continuing the excellent work that Heledd Fychan had done in her previous role in supporting that group, Save the School Transport, which is very active in Rhondda Cynon Taf. I just wanted to ask a question. We need a full review of the Learner Travel (Wales) Measure 2008, but I do appreciate that this will take time. Therefore, will the Government work closely with local authorities to ensure direct and practical improvements?

Hoffwn ofyn am ddatganiad gan y Gweinidog Cabinet dros Gyllid ynghylch dyraniad cyllid rhanbarthol i Gymru. Fel bydd Aelodau'n gwybod, tynnodd Llinos Medi, Aelod Seneddol dros Ynys Môn, sylw at y bwlch sylweddol o £86 miliwn rhwng y £633 miliwn oedd i fod i ddod i Gymru trwy’r gronfa twf lleol, sef y local growth fund, a’r £547 miliwn ddaeth i Gymru. Mae hyn, unwaith eto, yn enghraifft o’r ffordd mae Llywodraeth Lafur y Deyrnas Unedig wedi tanseilio datganoli yng Nghymru. Serch hynny, mae’n bwysig cofio bod gan Lywodraeth Cymru reolaeth dros sut gall y £547 miliwn gael ei wario. Penderfynodd y Llywodraeth flaenorol roi 70 y cant o’r cyllid i wariant cyfalaf a 30 y cant i refeniw. Wrth siarad gyda’r trydydd sector, mae un neges wedi bod yn gyson: nid yw’r rhaniad hwn yn cynnig sefydlogrwydd tymor hir, nac yn galluogi’r sector i gynnal a chryfhau ei gwasanaethau craidd, sy’n hanfodol i gymunedau fel Merthyr Tudful. Felly, hoffwn ofyn i’r Gweinidog: a fydd y Llywodraeth Cymru newydd yn barod i ailystyried y dyraniad hwn er mwyn sicrhau bod mwy o gyllid refeniw ar gael i flaenoriaethu’r gwasanaethau craidd hynny sy’n cynnal ein cymunedau?

    Official English translation

I would like to request a statement from the Cabinet Minister for Finance regarding the allocation of regional funding to Wales. As Members will know, Llinos Medi, the MP for Anglesey, drew attention to the significant gap of £86 million between the £633 million that was supposed to come to Wales through the local growth fund and the £547 million that actually came to Wales. This, once again, is an example of how the UK Labour Government has undermined devolution in Wales. However, it's important to remember that the Welsh Government has control over how that £547 million can be spent. The previous Government decided to allocate 70 per cent of the funding to capital expenditure and 30 per cent to revenue. In speaking to the third sector, one message has emerged consistently: this division does not offer long-term stability, and nor does it enable the sector to maintain and strengthen core services, which are essential for communities like Merthyr Tydfil. Therefore, I'd like to ask the Minister: will the new Welsh Government be prepared to reconsider this allocation in order to ensure that more revenue funding is available to prioritise those core services that sustain our communities?

  2. 6. Statement by the Trefnydd, Chief Whip and Cabinet Minister for Culture and Sport: Priorities for Culture and Sport cy

Diolch yn fawr iawn am y datganiad yna. Mae'n rhaid imi ddweud, cyn dod i'r cyfarfod heddiw, roedd rhywun wedi ysgrifennu rhywbeth neis iawn imi ei ddweud, ond ar ôl clywed y datganiad mor ysbrydoledig yna, mae e wedi newid yn gyfan gwbl beth dwi'n mynd i'w ddweud, achos dwi'n teimlo, fel rhywun sydd wedi gweithio yn y maes celfyddydau a'r Gymraeg ers 20 mlynedd, dyna'r peth gorau dwi wedi'i glywed yn dod mas o'r ystafell yma ers 27 o flynyddoedd, a dwi y tu ôl iddo fe 100 y cant.  Mae'n rhaid ysgogi uchelgais, onid oes, a dŷn ni ddim yn cael hynny heb gael y sefydliadau mawr yng Nghymru. Ond sut ydyn ni'n ymbweru pobl mewn cymunedau i gael yr uchelgais yna? Dyna beth sy'n bwysig. So, dwi wedi meddwl am gwestiwn. [Chwerthin.] Pa gamau fydd yn cael eu cymryd i sicrhau hyfywedd ein sefydliadau cymunedol ar lawr gwlad fel y byddant mewn sefyllfa i ysgogi uchelgais?  Gallaf i ddweud hefyd un pwynt—? [Torri ar draws.] Na, ocê. Byddaf i ddim yn ei ddweud e. [Chwerthin.]

    Official English translation

Thank you very much for your statement. I have to say, before coming to this meeting today, somebody had written something very nice for me to say, but having heard such an inspiring statement, it has changed what I was going to say, because I do feel, as someone who has worked in the area of arts, culture and the Welsh language for 20 years, that's the best thing I've heard emanating from this room for 27 years, and I'm behind it 100 per cent. We have to inspire ambition, don't we, and we don't have that without the involvement of the major organisations in Wales. But how do we empower people in communities to have that ambition? That's what's important. So, I have thought of a question. [Laughter.] What actions will be taken to ensure the viability of our organisations at grass-roots level so that they can be in a position to inspire ambition? Can I also make one further point? [Interruption.] No, okay. I won't make it. [Laughter.]

Diolch. Fel ŷch chi'n gwybod, dwi'n falch iawn o fod yn fenyw o Ferthyr ac o gael y cyfle i gynrychioli fy nghymuned yma yn y Senedd. Mae llawer wedi cael ei ddweud am bobl Merthyr o fewn y welydd yma dros y blynyddoedd, ond nawr, gyda Llywodraeth newydd a ffyrdd newydd o weithio, mae'n gyfle i ni wrando'n well ar ein cymunedau yn hytrach na siarad amdanynt. Mae'n rhaid i'n cymunedau fod yn rhan o'r broses o wneud penderfyniadau sy'n effeithio ar eu bywydau bob dydd a'u dyfodol. Mae diffyg gweithredu gan y Llywodraeth flaenorol wedi achosi teimlad o rwystredigaeth am ddyfodol Ffos-y-frân. Nid yw llais ein cymuned wedi cael ei glywed dros y blynyddoedd, er mai nhw sydd yn byw gyda chanlyniadau'r penderfyniadau am y safle. Mae mining legacy working group wedi'i sefydlu i edrych ar ddyfodol y safle, a dwi ar ddeall bod aelodaeth y grŵp yn dal yn cael ei thrafod. Ar hyn o bryd, does dim sicrwydd y bydd llais ein cymuned yn cael ei gynrychioli. Os yw'r gwaith adfer am fod yn ystyrlon, mae'n rhaid i gymuned Merthyr fod yn rhan ohono. Felly, a wnaiff Gweinidog y Cabinet sicrhau bod y grŵp gwaith etifeddiaeth mwyngloddio yn cynnwys lleisiau'r cymunedau lleol sy'n cael eu heffeithio'n uniongyrchol gan adfer safleoedd glofaol?

    Official English translation

Thank you. As you'll know, I'm very proud to be a woman from Merthyr and to have the opportunity to represent my community here at the Senedd. Much has been said about the people of Merthyr within these walls over the years, but now, with a new Government and new ways of working, it's an opportunity for us to listen to our communities better, rather than talking about them. Our communities have to be part of the process of making decisions that impact their everyday lives and their futures. A lack of action from the previous Government has caused a feeling of frustration about the future of Ffos-y-fran. The voice of our community hasn't been heard over the years, despite the fact that they're the ones who live with the results of the decisions about this site. A mining legacy working group has been established to look at the future of the site, and as I understand it, the membership of the group is still being discussed. At present, there is no certainty that the voice of the community will be represented. If the restoration work is to be meaningful, the community of Merthyr has to be part of it. So, will the Cabinet Minister give an assurance that the working group on mining legacy will include the voices of the local communities that are directly impacted by the restoration of mining sites?
