Mae'r wythnos hon yn nodi Wythnos Ymwybyddiaeth o Golli Babi, sef amser i gofio babanod sydd wedi eu colli'n rhy fuan ac i gydnabod yr effaith ddofn y gall colled yn ystod beichiogrwydd, ar adeg geni neu wedi geni ei chael ar deuluoedd.

This week marks Baby Loss Awareness Week, a time to remember the babies lost too soon and to recognise the deep impact that baby loss during pregnancy, during childbirth or afterwards can have on families.
-
Baby Loss Awareness Week is an opportunity to bring us together and to ensure that anyone affected by pregnancy and baby loss knows that they are not alone.
-
Bydd rhai ohonom yn y Siambr hon, ein teuluoedd, ffrindiau, cydweithwyr ac etholwyr wedi cael ein cyffwrdd mewn rhyw ffordd gan golled beichiogrwydd neu golled babi.
Official English translation
Some of us in this Chamber, our families, friends, colleagues and constituents will have been touched in some way by pregnancy loss or baby loss.
-
Baby Loss Awareness Week is an opportunity not only to remember babies who have died too soon, but also to break the silence, increase understanding and ensure that no-one feels they have to face their grief alone. Families must also be at the heart of baby loss investigations and efforts to provide answers.

Er bod pob stori yn wahanol, mae un peth yn gyffredin: ni ddylai neb deimlo eu bod yn wynebu'r galar hwn ar eu pen eu hunain. Dyna pam mae gwaith elusennau fel Sands Cymru a Tommy's, ynghyd â gweithwyr iechyd proffesiynol fel bydwragedd profedigaeth a grwpiau cymorth ledled Cymru, mor werthfawr i deuluoedd.
Official English translation
Although every story is different, they have one thing in common: no-one should feel that they have to face this grief alone. This is why the work of charities like Sands Cymru and Tommy's, alongside health professionals like bereavement midwives and support groups across Wales, are so valuable to families.
-
As we approach the Wave of Light tomorrow, when people will light a candle in memory of babies we have lost, let us remember every baby and offer our support and compassion to all those living with loss. Diolch yn fawr.

Gaf i ofyn am ddatganiad gan y Dirprwy Weinidog dros Drafnidiaeth ar gynlluniau Network Rail i gau'r rheilffordd rhwng Caergybi a Chaer am bedair wythnos ym mis Ionawr er mwyn cynnal gwaith atgyweirio ar hyd y llinell? Mae hwn yn rheilffordd y mae miloedd o bobl yn ddibynnol arno, ac felly bydd yr effaith y bydd hyn yn ei chael ar deithwyr ym Mangor Conwy Môn a gogledd Cymru yn sylweddol. Serch hynny, mae nifer fawr o bobl sy'n defnyddio'r gwasanaethau yma yn rheolaidd yn parhau yn anymwybodol o'r tarfu sydd o'u blaenau. Dwi'n falch o weld bod Network Rail erbyn hyn wedi cyhoeddi rhagor o ddeunydd gwybodaeth am y gwaith, ond hoffwn ofyn am ddatganiad gan y Dirprwy Weinidog sy'n gosod allan y gefnogaeth y gall Llywodraeth Cymru ei rhoi rhwng rŵan a mis Ionawr i ledaenu'r gair, fel bod trigolion lleol yn ymwybodol o'r sefyllfa ac yn cael cyfle i baratoi cynlluniau teithio amgen. Diolch.
Official English translation
Can I ask for a statement from the Deputy Minister for Transport on Network Rail's plans to close the railway between Holyhead and Chester for four weeks in January to carry out repair works along the line? This is a line that thousands of people rely on, and therefore the impact that this will have on passengers in Bangor Conwy Môn and north Wales will be significant. However, many people who use these services regularly remain unaware of the disruption that lies ahead. I'm pleased to see that Network Rail has now published further information about the work, but I would like to request a statement from the Deputy Minister outlining the support that the Welsh Government can provide between now and January to spread the word, ensuring that local residents are aware of the situation and have the opportunity to make alternative travel arrangements. Thank you.

Diolch yn fawr, Ddirprwy Lywydd. Diolch i'r Gweinidog am ei ddatganiad ac am ei holl waith yn y misoedd diwethaf i roi cynllun ac ymrwymiad ar gyfer trydedd bont dros y Fenai yn ôl ar y bwrdd. Dwi'n gwybod bod y newyddion yma yn cael ei groesawu ar draws cymunedau cyfagos i'r bont a thu hwnt. Mae'r cymunedau hynny wedi gorfod wynebu blynyddoedd o darfu ac mae ein heconomi leol wedi dioddef o ganlyniad i dagfeydd sylweddol. Wrth gwrs, mae pawb yn derbyn nad dros nos mae gwireddu prosiect mor sylweddol a chymhleth â hyn, felly dwi'n croesawu'r mesurau tymor byr mae'r Gweinidog wedi'u crybwyll i helpu lleddfu'r tagfeydd yn y cyfamser. A all y Dirprwy Weinidog rannu mwy o wybodaeth ar y camau nesaf y bydd y Llywodraeth yn eu cymryd i ddatblygu cynllun a'r achos busnes, er mwyn rhoi gwell dealltwriaeth i'n cymunedau sy'n cael eu heffeithio'n rhy aml gan broblemau gwydnwch croesfannau'r Fenai? Diolch.

Thank you very much, Dirprwy Lywydd. I thank the Minister for his statement and for all his work in recent months to put a plan and a commitment for a third crossing over the Menai back on the table. I know that this news will be welcomed across communities adjacent to the bridge and beyond. Those communities have had to endure years of disruption and our local economy has suffered as a result of significant congestion. Of course, everyone accepts that a project as significant and complex as this cannot be implemented overnight, so I welcome the short-term measures that the Minister has mentioned to ease congestion in the meantime. Could the Deputy Minister share more information on the next steps that the Government will take to develop the plan and the business case, in order to provide a better understanding for the communities who are too often affected by the resilience problems of the current Menai crossings? Thank you.

Gaf i ofyn am ddatganiad gan y Gweinidog Cabinet dros Gyfiawnder Cymdeithasol a Chydraddoldeb ar y newyddion siomedig y bydd y swyddfa bost ar stryd fawr Bangor yn cau dros dro ym mis Ionawr y flwyddyn nesaf? Er mai cyfnod o chwe mis o darfu yn unig y mae Swyddfa'r Post yn rhagweld cyn bydd gwasanaeth amgen yn cael ei sefydlu, rwy'n pryderu y bydd y cau dros dro yn cael effaith negyddol sylweddol ar drigolion Bangor a'r ardaloedd cyfagos sy'n dibynnu ar y gangen i gael mynediad at wasanaethau hanfodol. Hoffwn ddatganiad gan y Gweinidog sy'n ymhelaethu ar y trafodaethau y mae Llywodraeth Cymru yn eu cynnal gyda Llywodraeth y Deyrnas Unedig ynghylch diogelu rhwydwaith y canghennau Swyddfa'r Post yng Nghymru a'r camau sy'n cael eu cymryd i sicrhau bod gwasanaethau allweddol Swyddfa'r Post yn parhau i fod yn hygyrch i bawb.
Official English translation
Could I request a statement from the Cabinet Minister for Social Justice and Equality on the disappointing news that the post office on Bangor high street will close temporarily in January next year? Although the Post Office only anticipates a period of six months of disruption before an alternative service is established, I am concerned that the temporary closure will have a significant negative impact on the residents of Bangor and the surrounding areas who depend on the branch to access essential services. I would like a statement from the Minister that elaborates on the discussions that the Welsh Government is holding with the UK Government regarding the protection of the network of Post Office branches in Wales and the actions that are being taken to ensure that the key services of the Post Office remain accessible to all.

Diolch yn fawr iawn, Lywydd, a diolch, Ddirprwy Weinidog. Hoffwn ategu geiriau'r Gweinidog a Janet Finch-Saunders ynglŷn â'r newyddion hynod o drist am farwolaeth babi ym Mangor, sy'n ergyd drom i'r gymuned leol. Dyma hefyd ddatgan buddiant, gan fy mod i am sôn ychydig am brofiad personol. Rydw i'n croesawu'r ffocws ar ofal newyddenedigol sy'n canolbwyntio ar y teulu a'r cynnydd sydd wedi'i wneud drwy siarter fabanod Bliss. Mae'n fater personol iawn i mi. Cafodd fy mab ei eni'n gynamserol ar ôl 32 wythnos, a threuliodd bron i fis yn uned gofal arbenigol babanod Ysbyty Gwynedd. Cawsom ofal arbennig gan y staff yno, a byddaf bob amser yn ddiolchgar am hynny. Roedd y profiad hefyd yn amlygu'r heriau y mae teuluoedd yn eu hwynebu, sy'n cynnwys fy mhartner yn dal yn gorfod gweithio yn ystod y cyfnod yna. Hefyd, oherwydd yr ôl-ofal roeddwn i'n ei dderbyn, ni chefais weld fy mab am nifer o oriau, ac roeddwn i mewn ward efo nifer o famau eraill efo'u babanod newydd, efo fy mab i mewn inciwbetor yn yr uned arbenigol. Ond un o'r pethau pwysicaf i ni oedd cael ein cynnwys yng ngofal ein mab. Roedd y staff yn ein trin fel rhan o'r tîm o'i gwmpas, ac mae hynny'n adlewyrchu egwyddorion y siarter. Roedd hyn yn cynnwys pethau fel ein dysgu ni sut i'w fwydo fo trwy diwb, yr elfen skin-to-skin, ac mi roedd yna lety ar gael yno i ni aros, ond efallai nad oedd yr adnoddau ddim y gorau y gallen nhw fod—
Official English translation
Thank you very much, Llywydd, and thank you, Deputy Minister. I would like to echo the words of Janet Finch-Saunders and the Deputy Minister about the very sad news about the death of a baby in Bangor, which is a great blow to the community. I would also declare an interest, as I am going to talk about my personal experience. I welcome the focus on family-centred neonatal care and the progress that has been made to the Bliss baby charter. This is a very personal matter for me. My son was born prematurely after 32 weeks, and he spent almost a month in the infant specialist care unit at Ysbyty Gwynedd. We received exceptional care from the staff there, and I will always be grateful for that. The experience also highlighted the challenges that families face, including my partner still having to work during that period. Also, because of the aftercare that I received, I didn't get to see my son for a number of hours, and I was in a ward with a number of other mothers with their newborns, with my son in an incubator in the specialist unit. But one of the most important things for us was to be included in our son's care. The staff treated us as part of the team around him, and that reflects the principles of the charter. That includes things such as being able to feed him through a tube and the skin-to-skin element, and there was accommodation available there for us to stay, but maybe the resources weren't the best they could have been—

Sori. Felly, sut bydd y Llywodraeth yn sicrhau bod yr arferion gorau hyn yn cael eu rhannu a'u hymgorffori'n gyson ym mhob rhan o Gymru, a sut ydych chi'n sicrhau bod barn rhieni a'u profiadau nhw'n cael eu casglu a'u defnyddio'n rheolaidd i lywio gwelliannau pellach i wasanaethau? Diolch yn fawr.

Diolch, Gwnsler. Ym mis Chwefror, fe adroddodd Cymdeithas y Cyfreithwyr ar yr anialwch cyfreithiol yng Nghymru, gan amlinellu sut mae mynediad pobl at wasanaethau cyfreithiol yn gostwng y tu allan i goridor yr M4. Tra bod gan Gaerdydd 12.3 cyfreithiwr i bob 1,000 o drigolion, yng ngogledd Cymru, mae'r ffigur yn agosach at 2.3 mewn bob 1,000. Mae'r anghydraddoldeb daearyddol yma'n cael effaith sylfaenol ar gymunedau Cymraeg ym Mangor Conwy Môn ac ar draws y gogledd i gael mynediad at wasanaethau cyfreithiol a chyfiawnder drwy gyfrwng y Gymraeg. A wnaiff y Cwnsler amlinellu beth yw cynlluniau'r Llywodraeth i fynd i'r afael â'r annhegwch hwn?
Official English translation
Thank you, Counsel General. In February, the Law Society reported on the legal deserts in Wales, outlining how access to legal services declines outside the M4 corridor. While Cardiff has 12.3 solicitors for every 1,000 residents, in north Wales, the figure is closer to 2.3 per 1,000. This geographical inequality has a fundamental impact on Welsh-speaking communities in Bangor Conwy Môn and across north Wales in terms of access to legal services and justice through the medium of Welsh. Will the Counsel General outline the Government's plans to address this inequality?

Busnesau bach yw asgwrn cefn ein heconomi leol ym Mangor Conwy Môn. Enghraifft amlwg o hyn ym Mangor yw caffi Antoniazzi's, sydd wedi bod yn bresenoldeb amlwg ar y stryd fawr ers 92 o flynyddoedd bellach. Wrth siarad â nifer o fusnesau yn ddiweddar, yn aml yr un yw'r gofyn, sef cynnig teg ar gyfraddau busnes, a dwi'n edrych ymlaen at wrando ar ddatganiad y Gweinidog cyllid yn nes ymlaen y prynhawn yma yn hynny o beth. Ond ydy'r Prif Weinidog yn cytuno â mi y bydd ymrwymiad Llywodraeth Plaid Cymru i addasu cyfraddau busnes o blaid ein busnesau annibynnol bach yn rhoi’r hyder iddynt dyfu a buddsoddi, gan roi bywyd newydd i ganol ein trefi yn y broses?
Official English translation
Small businesses are the backbone of our local economy in Bangor Conwy Môn. A clear example of this in Bangor is Antoniazzi's cafe, which has been a prominent presence on the high street for 92 years now. In recent conversations with a number of businesses recently, the same request often rose, namely a fair deal on business rates, and I look forward to hearing the finance Minister's statement later on this afternoon about that. But does the First Minister agree with me that the Plaid Cymru Government’s commitment to adjust business rates in favour of our independent small businesses will give them the confidence to grow and invest, breathing new life into our town centres in the process?

Diolch. Mae'r golygfeydd brawychus a gwelsom ar fynydd Conwy dros y penwythnos nid yn unig wedi cael effaith uniongyrchol ar drigolion, cymunedau, ffermwyr, busnesau lleol a byd natur, ond maent hefyd wedi codi cwestiynau difrifol ynglŷn â'r effaith gwirioneddol mae newid hinsawdd yn ei gael ar y blaned. Hoffwn ddechrau drwy roi ar y cofnod unwaith eto fy niolch diffuant i'r gwasanaethau brys, yr awdurdod lleol ac i gymunedau cyfagos am eu hymateb cyflym a phendant yn wyneb yr argyfwng dros y dyddiau diwethaf. Ddirprwy Lywydd, fel y soniais yn y Siambr ddoe, rwy'n falch bod y gwaethaf o'r argyfwng y tu ôl i ni erbyn hyn. Serch hynny, mae nifer o fy etholwyr yn dal i ofyn cwestiynau am beth fydd yr ymateb, rŵan, i'r difrod a'r heriau a grëwyd gan y tân gwyllt. Gwerthfawrogwn, felly, pe gallai'r Gweinidog Cabinet roi mwy o fanylion ar sut bydd Llywodraeth Cymru'n cydlynu ymdrechion gyda'r rhanddeiliad lleol i ddechrau ar y gwaith o ail-adfer y 200 erw o dir amaethyddol a choedwigol a ddifethwyd. Hoffwn hefyd wybod os bydd mesurau'n cael eu cyflwyno i warchod trigolion sydd gyda phroblemau anadlu a resbiradaeth yn sgil y difrod a wnaed i ansawdd aer yr ardal leol. Ac yn olaf, bydd digwyddiadau'r penwythnos yn sicr wedi bod yn ergyd i ffermwyr a busnesau lleol. Byddwn yn gwerthfawrogi, felly, pe gallai'r Gweinidog sôn am unrhyw gymorth fydd ar gael i'w cefnogi nhw. Ac fel y dywedais ynghynt, dylem ni i gyd yn y Siambr hon fod yn bryderus o'r hyn mae digwyddiadau ar fynydd Conwy, ynghyd â digwyddiadau tebyg yng nghoedwig Braichmelyn ym Methesda, yn ei ddweud wrthym am fygythiad dirfodol newid hinsawdd. Roeddwn yn falch o glywed y Trefnydd yn cytuno ddoe fod angen cynllun mwy cynhwysfawr yn ei le ar gyfer digwyddiadau tebyg yn y dyfodol. Gwerthfawrogwn, felly, pe gallai'r Gweinidog Cabinet ymhelaethu ychydig ar ba fesurau bydd Llywodraeth Cymru yn eu cyflwyno i atal digwyddiadau tebyg rhag bod yn gyffredin ar draws Cymru, a sicrhau ein bod ni wedi paratoi gymaint â phosib, os ydy digwyddiadau fel hyn yn codi yn y dyfodol. Diolch.

Thank you, Minister. The frightening sights that we saw on Conwy mountain over the weekend have not only had a direct impact on residents, communities, farmers, local businesses and nature, but they have also raised serious questions about the very real impact that climate change is having on the planet. I'd like to start by placing on record once again my sincere thanks to the emergency services, the local authority and to nearby communities for their swift and determined response in the face of the crisis over recent days. Dirprwy Lywydd, as I mentioned in the Chamber yesterday, I'm pleased that the worst of the crisis is now behind us. However, many of my constituents are still asking questions about what the response will be to the damage and challenges posed by this wildfire. I would appreciate, therefore, if the Cabinet Minister could provide further details on how the Welsh Government will co-ordinate efforts with local stakeholders to start the work of restoring the 200 acres of agricultural and forestry land that was destroyed. I'd also like to know if measures will be put in place to safeguard residents who have respiratory problems as a result of the damage done to air quality in the local area. And finally, the events of the weekend will have certainly been a blow to farmers and local businesses. I would appreciate it, therefore, if the Minister could tell us of any support that may be available to support them. And as I said earlier, we should all in this Chamber be concerned about what the events on the Conwy mountain, as well as similar incidents at Braichmelyn forest in Bethesda, tell us about the existential threat of climate change. I was pleased to hear the Trefnydd agree yesterday that we need a more comprehensive plan in place for such incidents in the future. I would appreciate, therefore, if the Cabinet Minister could expand on what measures the Welsh Government will put in place to prevent such incidents from becoming common across Wales, and to ensure that we are as well prepared as possible if these incidents do arise in future. Thank you.

Diolch, Brif Weinidog, am yr ateb. Fel rhywun sydd â phrofiad uniongyrchol diweddar o'r effaith mae costau gofal plant yn ei gael ar gyllidebau teuluoedd, roeddwn mor falch o sefyll ar faniffesto oedd yn ymrwymo i gyflwyno cynllun gofal plant gwbl drawsnewidiol. Rwyf hefyd yn falch o weld y Llywodraeth yma'n bwrw ymlaen yn syth i fuddsoddi yn y sector gofal plant drwy gyllideb atodol, a chychwyn ar y gwaith o roi'r dechrau gorau i bob plentyn a chaniatáu i rieni ddychwelyd i'w gwaith. Dyna bwysigrwydd hwyluso'r gyllideb atodol i basio heddiw, er mwyn gallu bwrw ati yn syth. Felly, byddwn yn croesawu mwy o wybodaeth ar y camau nesaf y bydd y Llywodraeth yn eu cymryd i ehangu'r ddarpariaeth.

Thank you, First Minister, for that response. As one with direct recent experience of the impact that childcare costs can have on family budgets, I was so pleased to stand on a manifesto that committed to introducing a transformational childcare scheme. I'm also pleased to see the Government proceeding immediately to invest in the childcare sector through the supplementary budget, and to start the work of giving every child the best possible start and allowing parents to return to work. That's the importance of facilitating the passing of the supplementary budget, so we can proceed immediately. So, I would welcome more information on the next steps that the Government will take to expand provision.

Hoffwn roi ar gofnod fy niolch i'r holl wasanaethau brys a'r cymunedau cyfagos a ymatebodd mor gyflym i'r argyfwng a chefnogi'r rheini mewn angen. Mae yna rai pryderon byrdymor sy'n parhau, megis yr effaith y caiff hyn ar ansawdd yr aer yn lleol, ond, yn fwy sylfaenol, mae'r digwyddiad ar fynydd Conwy dros y penwythnos, ynghyd â'r digwyddiad yng nghoedwig Braichmelyn ym Methesda, yn codi cwestiynau difrifol hirdymor. I'd like to ask for a statement from the Cabinet Minister for Rural Resilience and Sustainability on the major fire in the Sychnant pass area on Conwy mountain over the weekend. I'm pleased now that the severity of the incident has been reduced by the fire service, and those who had to leave their homes have been able to return. I would like to place on record my thanks to all of the emergency services and the neighbouring communities that responded so swiftly to this crisis and supported those in need. There are some short-term concerns that remain, such as the impact that this will have on air quality locally, but, more fundamentally, the incident on Conwy mountain over the weekend, as well as the incident in Braichmelyn forest in Bethesda, raises serious long-term questions. I would appreciate a statement from the Minister, therefore, outlining any support that may be available to the communities affected by the incidents over the weekend, and the steps that will be taken to prevent similar incidents happening in the future. Thank you.

Thank you for today's heartening statement. It's great to hear about the work that's ongoing. Thank you, Cabinet Minister. I'm pleased to see Plaid Cymru's commitment to extending the Welsh language standards regime to include UK Government bodies and services that operate in Wales, including private companies operating in the fields of communications, utilities, banking, car parking and supermarkets. It's essential that we and constituents can have and use these services through the medium of English and Welsh. Hoffwn ddiolch i'r Aelod Beca Brown am gyflwyno'r ddadl bwysig hon heddiw, i Sarah am ei chyfraniad dewr, ac i bawb sydd wedi cyfrannu a gwneud pwyntiau hynod, hynod o bwysig. Mae'n amlwg o'r hyn rydym ni wedi ei glywed fod angen gwneud mwy i gydnabod effaith trawma yn ystod plentyndod. Mae'r profiadau erchyll hyn yn llunio bywydau unigolion ac yn cael effaith sylweddol ar eu bywyd o ddydd i ddydd. Ni ddylid byth diystyru neu anwybyddu unrhyw hanes o drawma ac mae'n hanfodol bod gan bobl y wybodaeth i ddeall yn llawn ei effaith a'r sgiliau i gefnogi dioddefwyr. Dwi am ddefnyddio fy nghyfraniad i dynnu sylw at y gwaith blaengar sydd eisoes yn cael ei wneud yn fy etholaeth, a dwi'n ddiolchgar iawn i'r Aelod Lynne Neagle am sôn am y gwaith gwych yn Ysgol Gyfun Llangefni a Chyngor Sir Ynys Môn. Diolch i arweiniad Cyngor Sir Ynys Môn, dwi'n hynod o falch o'i statws fel ynys sy'n wybodus o drawma. Mae'n daith barhaus i wella a dysgu, gan gael effaith gadarnhaol ar fywydau unigolion a chymunedau. Yn ymarferol, mae rhan o hyn yn golygu rhoi pwyslais ychwanegol ar gefnogi lles ein plant a'n pobl ifanc, a hynny, er enghraifft, drwy weithgareddau awyr agored; mae'n golygu sicrhau bod iaith gyffredin o ran deall trawma yn cael ei defnyddio ar draws gwasanaethau cyhoeddus yn y sir; ac mae'n golygu grymuso cynghreiriau cymunedau lleol i gyfrannu i raglenni sy'n llunio dyfodol eu milltiroedd sgwâr. Ond yn fwy na dim, fel mae rheolwr gwasanaethau plant a theuluoedd Cyngor Sir Ynys Môn wedi dweud, 'Nid yw bod yn gymuned sy'n ystyriol o drawma yn rhywbeth atodol, yn ymyriad neu yn rhywbeth y mae rhai yn ei wneud. Mae'n ddiwylliant.' Dwi'n falch o'r gwaith sy'n digwydd ar draws Ynys Môn i feithrin y diwylliant hwnnw ar draws sefydliadau, ysgolion a gwasanaethau lleol er budd ein cymunedau a'n trigolion. Dwi'n annog cyrff cyhoeddus eraill i ddilyn arweiniad Cyngor Sir Ynys Môn ac yn edrych ymlaen at glywed y Gweinidog yn sôn am gynlluniau Llywodraeth Cymru yn hynny o beth. Diolch.

I'd like to give thanks to the Member Beca Brown for bringing forward this important debate today, to Sarah for her courageous contribution, and to everyone else who's contributed and made very, very important points. It's clear from what we've heard that we need to do more to recognise the impact of childhood trauma. These appalling experiences shape the lives of individuals and have a significant impact on their day-to-day lives. Any history of trauma should never be dismissed or ignored, and it's essential that people have the information to fully understand its impact and the skills to support victims. I would like to use my contribution to highlight the progressive work that's already being done in my constituency, and I'm grateful to the Member Lynne Neagle for mentioning the excellent work at Ysgol Gyfun Llangefni and the Isle of Anglesey County Council. Thanks to the leadership of the Isle of Anglesey County Council, I'm extremely proud of its status as a trauma-informed island. It is an ongoing journey of learning and improvement, having a positive impact on the lives of individuals and communities. In practice, part of this means placing an extra emphasis on supporting the well-being of our children and young people, through outdoor activities, for example; it means ensuring that there is a shared language for understanding trauma, and that that is used across public services in the county; and it means empowering local community groups to contribute to programmes that shape the future of their local areas. But above all, as Anglesey county council's child and family services manager has said, 'Being a Trauma Informed Community isn't a bolt-on, an intervention or something that a few do. It's a culture.' I'm proud of the work that's happening across Anglesey to develop that culture across organisations, schools and local groups for the benefit of our communities and residents. I encourage other public bodies to follow Anglesey county council's lead, and I look forward to hearing the Minister talk about the Welsh Government's plans in that regard. Thank you.

Rwy'n croesawu'r ffaith ein bod ni yma heddiw yn trafod anghenion dysgu ychwanegol. Mae'n bwnc mor bwysig i blant, pobl ifanc a'u teuluoedd, a'n hysgolion ledled Cymru. Cyn dechrau, hoffwn ddatgan buddiant personol. Mae fy chwaer yn gweithio fel ALNCo—cydlynydd anghenion dysgu ychwanegol—mewn ysgol uwchradd, a thrwy ei phrofiadau hi rwy’n gweld yn uniongyrchol y pwysau sydd ar athrawon ac ar ysgolion bob dydd—y llwyth gwaith, cymhlethdod y system a’r ymrwymiad di-flino i wneud y peth iawn i bob dysgwr, er gwaethaf yr heriau. Nid oes amheuaeth bod y system o dan bwysau. Mae teuluoedd yn ei weld, mae dysgwyr yn ei deimlo, ac mae staff ein hysgolion a’n hunedau arbennig yn ei fyw bob dydd. Ac rwy’n falch bod Llywodraeth Cymru wedi ymrwymo’n i gryfhau’r system anghenion dysgu ychwanegol, a gwneud hynny mewn ffordd gynaliadwy a chynhwysfawr. Rwy’n cytuno bod angen gweithredu, ond nid yw’r cynnig gerbron heddiw yn mynd i’r afael â’r heriau sylfaenol sydd gennym ni. Mae angen ateb tymor hir arnom, system sydd ar seiliau cadarn, sy’n gweithio i deuluoedd ac i ddysgwyr ym mhob rhan o Gymru. Mae hynny’n golygu symleiddio’r system, sicrhau cysondeb rhwng awdurdodau lleol, a rhoi hyfforddiant cywir i athrawon. Mae’n golygu hefyd adeiladu dull gwirioneddol integredig, dod ag addysg, iechyd, gofal cymdeithasol a gwasanaethau ieuenctid at ei gilydd i gefnogi’r plentyn cyfan. Rwy’n gweld enghreifftiau cadarnhaol o hyn eisoes yn lleol, er enghraifft yng nghyngor Ynys Môn, lle mae ymdrechion i integreiddio gwasanaethau anghenion dysgu ychwanegol, cynhwysiant a gofal cymdeithasol i greu gwasanaeth mwy cydlynol. Dyma’r math o newid strwythurol sydd ei angen. Ac mewn ardaloedd gwledig, rhaid i ni hefyd fod yn onest am yr heriau penodol—mynediad at arbenigedd, capasiti, a daearyddiaeth a darpariaeth Gymraeg—ac ymateb i hynny’n briodol. Yr hyn sydd ei angen arnom yw cynllunio ar sail gadarn a chynaliadwy ar gyfer anghenion dysgu ychwanegol yng Nghymru, gyda gwerthusiad llawer mwy cynhwysfawr o’n sefyllfa bresennol o ran cyllid ADY, a sut y gall y Llywodraeth gynllunio gwasanaeth sy’n darparu’n well i rieni a phlant, yn deg, ledled Cymru, ac mewn ffordd sy’n gynaliadwy ar gyfer y dyfodol.

I welcome the fact that we are here today discussing additional learning needs. It’s such an important topic for children, young people and their families, and our schools across Wales. At the outset, I’d like to declare a personal interest. My sister works as an additional learning needs co-ordinator in a secondary school, and, through her experiences, I see first-hand the pressure that teachers and schools face every day—the workload, the complexity of the system and the tireless commitment to do the right thing for every learner, despite the challenges. There can be no doubt that the system is under pressure. Families see it, learners feel it, and the staff of our schools and special needs units live it every day. And I’m pleased that the Welsh Government is fully committed to strengthening the additional learning needs system, and doing so in a sustainable and comprehensive way. I agree that action is needed, but the motion before us today does not address the fundamental challenges we face. We need a long-term solution, a system built on solid foundations, that works for families and learners in all parts of Wales. That means simplifying the system, ensuring consistency between local authorities and giving the teachers the right training. It also means building a truly integrated approach, bringing education, health, social care and youth services together to support the whole child. I’ve already seen positive examples of this locally, for example at Anglesey council, where there are efforts to integrate ALN services, inclusion and social care services to create a more coherent service. This is the kind of structural change we need. And in rural areas, we must also be honest about the specific challenges faced, such as access to expertise, capacity, geography and Welsh language provision, and respond to them appropriately. What we need is planning on a sound and sustainable basis for additional learning needs in Wales, with a much more comprehensive evaluation of our current situation in terms of ALN funding, and how the Government can plan a service that better provides for parents and children, fairly, throughout Wales, and in a way that is sustainable for the future.

10. Short Debate: Aiming high for our high streets—Solutions for Bangor Conwy Môn en
From the maritime heritage of Holyhead to the Victorian architecture of Llandudno, the quaint high street of Llanrwst, and the longest high street in all of Wales in Bangor, which is recognised as the oldest city in Wales, the constituency of Bangor Conwy Môn is home to a number of well-known and much-loved town centres and high streets, all with their own unique history and identity. Far from being centres in name alone, these places were once centres of economic growth and community activity, but the wider trend facing high streets across Wales and the UK of decreasing footfall and turnover alongside sharp increases in online retail and empty shops means many of our town centres locally have seen better days. It's important to point out at the outset of this debate that, despite the increasingly challenging climate facing our high streets, there are still a number of excellent examples in Bangor Conwy Môn and across Wales, I'm sure, of businesses and community initiatives that are keeping our town centres alive. It should be our determination to better the conditions for those still there, along with our determination to deliver vibrant town centres for our local communities, that drives us on to aim high for our high streets over this parliamentary term and beyond.

Ddirprwy Lywydd, yn aml mae'r drafodaeth ynghylch adfywio strydoedd mawr yn canolbwyntio ar adfer beth oedd yno o'r blaen, yn hytrach nag ailddychmygu ac ailddiffinio beth allai ein canol trefi fod yn y dyfodol. Yr hyn y byddwn i'n ei annog heddiw wrth edrych tuag at ddyfodol ein strydoedd mawr yw ein bod ni'n gwneud yn union hynny: edrych ymlaen, nid edrych yn ôl. Ie, defnyddio'r gorffennol fel conglfaen ar gyfer hunaniaeth ein trefi, ond nid fel glasbrint ar gyfer gwireddu strydoedd mawr addas i bwrpas ar gyfer yr unfed ganrif ar hugain.

Dirprwy Lywydd, often the debate around regenerating our high streets focuses on restoring what was there before, rather than reimagining and redefining what our town centres could be in the future. What I would encourage today, as we look towards the future of our high streets, is that we do exactly that: look forward rather than look back. Yes, use the past as a cornerstone for the identity of our towns, but not as a blueprint for creating high streets that are fit for purpose for the twenty-first century.
10. Short Debate: Aiming high for our high streets—Solutions for Bangor Conwy Môn en
Edward Thomas Jones and Carl Mather of Bangor University stated in their recent article on the city's high streets for the Institute of Welsh Affairs that, to move forward, the focus needs to shift towards creating meaningful experiences and encouraging real engagement in the city centre. That means giving people a clear voice in shaping what they want to see and do. Listening not just to service users, but service providers, will be the key if we are to deliver the solutions needed to bring new life to our high streets in Bangor Conwy Môn. What are those solutions? For businesses already on our high streets, the priority must be to level the playing field. I was proud to stand on a manifesto that committed to reforming business rates in order to address the long-existing imbalance that better supports out-of-town shopping over businesses within the town centre, and I would appreciate if the Cabinet Minister could provide an update on that work in his response. But supporting existing businesses alone won’t be enough to address the empty, often boarded-up properties that have unfortunately become commonplace on our high streets. To bring new energy into our town centres, we must encourage the creation of new businesses and tap into the entrepreneurial spirit among the younger generation in particular. In Bangor Conwy Môn, it means playing to our strengths and using our history and our resources far more effectively as platforms for economic growth and business creation in our town centres. It means using our reputation for food production to support our hospitality sector. It means using our close proximity to both seaside and highland to bolster the leisure sector. And it means using the thriving tourism sector as a building block for the retail sector. We have all the components to create thriving businesses for our high streets in Bangor Conwy Môn, but we must create the right economic ecosystem for them to grow.
10. Short Debate: Aiming high for our high streets—Solutions for Bangor Conwy Môn cy
Wrth droi at wasanaethau, mae’n anodd cuddio’r difrod y mae’r cwymp sylweddol mewn gwasanaethau ar ein strydoedd mawr wedi’i gael ar eu prysurdeb: banciau masnachol yn anghofio’u dyletswydd i’w cwsmeriaid mewn cymunedau cefn gwlad drwy gau’r gangen olaf o fewn amser teithio rhesymol; fferyllfeydd yn canoli gwasanaethau; asiantaethau teithio yn cynnig gwell bargenion ar-lein; busnesau yn cynnig apwyntiadau rhithiol er mwyn arbed costau swyddfa. Nid yw pob un o’r enghreifftiau yna’n afresymol; i’r gwrthwyneb, mae rhai ohonynt yn gwneud cael mynediad at wasanaethau yn haws. Ond mae pob un ohonynt yn golygu bod y nifer o resymau sydd gan bobl i alw draw i’r stryd fawr yn lleihau. Ond, fel sy'n wir gyda’n hagwedd tuag at fusnesau, rhaid i’r egwyddor o arloesi yn hytrach nag adfer fod yn ganolog i’r strategaeth at wasanaethau hefyd. Yng Nghaergybi, fel enghraifft, mae’r hwb fancio newydd, sydd yn cynnig yr holl wasanaethau dydd i ddydd fyddai banc masnachol yn ei gynnig, wedi profi i fod yn ased gwerthfawr i’r gymuned, yn dilyn nifer o ganghennau yn cau yn y dref dros y blynyddoedd diwethaf. Mae’r cynlluniau sydd ar y gweill i ddefnyddio’r gwagle hirsefydlog mewn eiddo masnachol ym Mangor ar gyfer hwb iechyd nid yn unig yn ateb y galw am fwy o wasanaethau meddygol mewn poblogaeth oedrannus, ond hefyd yn denu mwy o bobl i’r stryd fawr yn hytrach nag i’n hysbytai. Mae’n anochel yn yr oes dechnolegol sydd ohoni fod defnyddwyr a darparwyr gwasanaeth yn newid eu harferion, ond drwy arloesi a symud gyda’r amser, nid oes rhaid i’n strydoedd mawr golli allan o’u herwydd. Ar y cwestiwn o bwy sy’n gyfrifol am yrru’r gwaith ymlaen, dwi’n credu mai’r Prif Weinidog atebodd hynny orau ar lawr y Siambr rai wythnosau yn ôl pan ddywedodd mai 'partneriaeth' oedd y gair allweddol. Llywodraeth Cymru, awdurdodau lleol, busnesau, buddsoddwyr preifat, byrddau iechyd, prifysgolion a nifer o rhanddeiliaid allweddol eraill—mae gan bawb eu rhan i’w chwarae. Ond, yn bwysicaf oll, pobl a chymunedau lleol. Nhw sydd yn gosod y cyfeiriad ar gyfer ein strydoedd mawr, a chyfrifoldeb y gweddill ohonom yw ymateb i’r galw hwnnw.

Turning to services, it's hard to hide the damage that the significant decrease in services on our high streets has had on their use: commercial banks forgetting their duty to customers in rural communities by closing the last branch within reasonable travelling times; pharmacies centralising services; travel agencies offering better bargains online; businesses offering virtual appointments to save on office costs. Not all of those examples are unreasonable; to the contrary, some of them make accessing services easier. But every one of them means that the number of reasons that people have for popping into the high street decreases. But, as is the case for our attitude towards businesses, the principle of innovating rather than restoring should be central to our strategy for services too. In Holyhead, for example, the new banking hub, which offers all of the day-to-day services that a commercial bank would offer, has proved to be a valuable asset for the community. Following the closure of a number of branches in the town over the past few years, the proposed plans to use the long-standing vacant space in Bangor for a health hub would not only meet the demand for additional healthcare services for an older population, but also would attract more people to the high street rather than to hospitals. It's inevitable in this technological age that service users and providers are changing their practices, but through innovating and moving with the times, our high streets need not necessarily lose out. On the question on who is responsible for driving this work forward, I believe that the First Minister answered that best in the Chamber a few weeks ago when he said that 'partnership' is the key word. The Welsh Government, local authorities, businesses, private investors, health boards, universities and many other key stakeholders—everyone has a part to play. But most important are the local people and communities. They set the direction for our high streets, and it is the responsibility of the rest of us to respond to that demand.

I will finish where I began, on the cobbled streets of Conwy, with the sound of the Menai strait in the air in Porthaethwy and the sight of Penrhyn quarry on the horizon in Bethesda. Our high streets in Bangor Conwy Môn, and across Wales, can once again become centres of economic growth, activity and community life, but we will achieve that not by looking to yesterday's solutions, but by responding to the needs and opportunities of today and tomorrow. Diolch yn fawr.

Un o'r prif atynfeydd i ymwelwyr ym Mangor Conwy Môn yw’n traethau a’n moroedd godidog, ac mae nifer o gwmnïau twristiaeth yn yr etholaeth hefyd yn dibynnu arnynt er mwyn denu busnes. Mae’n bryderus, felly, derbyn gohebiaeth gan nifer o etholwyr a rhai busnesau sy'n tynnu sylw at gyflwr ein moroedd ac afonydd, ac yn benodol faint o garthion sy’n cael eu rhyddhau i’r dŵr yn rheolaidd. Dwi’n croesawu addewid y Llywodraeth hon i sefydlu rheoleiddiwr dŵr newydd i Gymru a fydd yn goruchwylio buddsoddiad cyfalaf er mwyn lleihau gollyngiadau carthion. A wnaiff y Prif Weinidog gadarnhau pryd fydd yr addewid hwnnw'n cael ei roi ar waith, fel bod trigolion lleol yn gallu mwynhau’r moroedd sydd ar garreg eu drws heb bryder ac fel bod y sector dwristiaeth yn gallu parhau i chwarae ei rhan mewn economi leol gynaliadwy?

One of the main attractions for visitors to Bangor Conwy Môn is our magnificent beaches and seas, and a number of tourism companies in the constituency also rely on these to attract business. It is therefore worrying to receive correspondence from a number of constituents and some businesses highlighting the state of our seas and rivers, and in particular how much sewage is regularly released into the water. I welcome this Government's promise to establish a new water regulator for Wales, which would oversee capital investment in order to reduce sewage discharges. Will the First Minister confirm when that promise will be implemented, so that local residents can enjoy the seas that are on their doorsteps without concern, and so that the tourism sector can continue to play its part in a sustainable local economy?

Thank you for that response. The Minister will be aware that the Welsh language is a living language within a large number of communities in my constituency, and I welcome the commitment from Plaid Cymru to ensure that the Welsh language gets the consideration it deserves in the town and country planning system. The Cabinet Minister will also be aware that there are a number of projects that go beyond the control of local authorities that have also caused considerable concern for communities in Bangor Conwy Môn over recent years—solar farms, for example, on a large scale. I would, therefore, appreciate it if the Minister could provide more detail on how she will go about collaborating with local authorities to put the Welsh language at the centre of local planning systems and to ensure that the Welsh language is given meaningful consideration in projects of national significance.

Diolch, Brif Weinidog, am yr ymateb. Mae Bangor Conwy Môn yn gartref i nifer o strydoedd mawr a oedd unwaith yn ganolbwynt ar gyfer gweithgaredd a thwf economaidd, ond mae blynyddoedd o lymder dan y Ceidwadwyr a diffyg strategaeth synhwyrol gan Lywodraeth flaenorol Cymru wedi golygu bod nifer ohonynt eisoes wedi dirywio. Yn achos Bangor, fel enghraifft, dinas brifysgol a oedd yn arfer bod ymysg y strydoedd mawr prysuraf yng Nghymru, sydd erbyn hyn yn gweld gormod o fusnesau'n cau eu drysau a'r potensial am stryd fawr fodern yn cael ei golli. Mae gen i bob ffydd y bydd y Llywodraeth yma'n mynd ati i adfywio'n strydoedd mawr gyda datrysiadau arloesol, strategaeth gredadwy a chefnogaeth wirioneddol i alluogi busnesau annibynnol i ffynnu. Thank you for that response, First Minister. Bangor Conwy Môn is home to a number of high streets that were once focal points of economic growth and activity, but years of austerity under the Conservatives and a lack of sensible strategy from the previous Welsh Government have meant that many of them are now in decline. Bangor, for example, is a university city that once had one of the busiest high streets in Wales, but we now see far too many businesses closing their doors and the potential for a modern high street being lost. I have every confidence that this Government will set about reviving our high streets with innovative solutions, a credible strategy and genuine support to enable independent businesses to thrive. Will the First Minister therefore outline how the Welsh Government will encourage partnership working to develop and implement an ambitious regeneration scheme for high streets in places like Bangor, by focusing on attracting vital investment and ensuring a vibrant future for the high street?

I'm also pleased to hear that there is no further delay to the programme of works at this point, and I encourage him to work closely with the project managers to ensure that this continues to be the case. And finally, it's good to see the new Government recognising the scale of the problem and taking immediate steps to put long-term solutions, such as a third bridge, back on the table. May I ask what conversations the Deputy Minister hopes to have with the UK Government about what possible contribution it could make to a long-term solution, considering how strategically important connectivity to and from Ynys Môn is, especially as projects like Wylfa and the free port continue to develop? Thank you, Llywydd. I would like to ask for a further statement from the Deputy Minister for Transport regarding the closure of the Menai bridge over the half term and again this morning. I very much welcomed the statement that the Deputy Minister made over recess, and welcomed even more the firm steps taken by the Government to prevent, further, overly heavy vehicles from crossing the bridge. It was a busy week in Bangor Conwy Môn, as we welcomed all of the visitors and competitors to the Urdd Eisteddfod, but thousands of local residents depend on the bridge year-round. Therefore, measures need to be taken to ensure that the bridge is always open. The Deputy Minister will be aware that the previous Government had promised that the maintenance work would have been completed over a year ago, but that there have been several delays since then, and it's understandable, therefore, that there's a great deal of frustration felt locally. I have every faith that the Plaid Cymru Government will be far more proactive in its response, not just to ensure that the current maintenance work is completed as soon as possible, but also that a long-term solution will be found to ensure that there are no barriers facing people as they travel between Ynys Môn and the mainland. A further statement on these steps would be very much appreciated by the residents of Bangor Conwy Môn.
